On 9 September 2025, the European Parliament adopted a report based on the European Commission's reports on Ukraine's progress within the EU Enlargement Package for 2023 and 2024. The report was prepared by the European Parliament's Committee on Foreign Affairs. It was supported by 418 MEPs, with 135 voting against and 41 abstaining.

In the document, MEPs reaffirm their unwavering commitment to Ukraine's independence, sovereignty and territorial integrity. They stress that any peaceful solution to the war must respect the will of the Ukrainian people. MEPs condemn russia's attacks on peaceful Ukrainians, civilian and critical infrastructure. They note that the intensification of these attacks demonstrates russia's blatant disregard for human life, international law, and US peace efforts, as well as russia's unwillingness to pursue peace. Separately, in the report, MEPs mention the murders of prominent Ukrainian public figures and military personnel organised by russia. They expressed horror and outrage at the murder of former Verkhovna Rada Speaker and former NSDC Secretary Andriy Parubiy. As stated in the document, Andriy Parubiy demonstrated a firm commitment to Ukraine's European aspirations.


MEPs express deep concern about the change in the United States' position on russia's aggressive war, in particular, direct engagement with russia without significant pressure on it, the refusal to impose additional sanctions against russia and discussions about lifting them, as well as attempts to force Ukraine to make territorial concessions. In this context, the document stresses that the EU and its Member States must remain Ukraine's main strategic allies and strengthen their leadership role in supporting Ukraine. ‘Ukraine's security is a crucial component of EU security,’ the EP report says.


With regard to military assistance, the report insists on the importance of joint arms production projects with EU and NATO partners. MEPs call on the European Commission and Member States to support these joint projects through the European Defence Industrial Strategy and relevant instruments in order to strengthen Ukraine's long-term self-defence capabilities. They also call on EU Member States to follow the example of Denmark and the Netherlands in cooperating with the Ukrainian defence industry in order to support Ukraine's military production capabilities in the most effective way.


MEPs welcome Ukraine's commitment to meeting the requirements for future EU membership, despite the brutal and ongoing war. They note Ukraine's efforts to implement reforms and strengthen democratic institutions. At the same time, they call on the Ukrainian authorities to continue these reforms. The document pays particular attention to the recent attack on Ukraine's anti-corruption architecture. The EP report describes this attack as an attempt by the Ukrainian authorities to undermine the independence of anti-corruption institutions. MEPs welcome ‘the strong resistance of civil society to these unacceptable attempts, which forced the authorities to back down’. They call this move by the authorities a dangerous attempt to undermine the achievements of the genuine fight against corruption. They stress that if it were successful, it would only benefit Ukraine's enemies. ‘This should serve as a stark reminder to all in Ukraine who, out of narrow-minded interests, are not afraid to jeopardise the country's future,’ the document says. MEPs also stress that the fight against corruption requires long-term commitment and comprehensive efforts with a well-established system of checks and balances. They call for strengthening the independence of the courts, the fight against corruption, transparency, accountability and enhanced international monitoring to prevent selective justice and restore public confidence in the judiciary.

Separately, the report calls on the Ukrainian authorities to refrain from untimely and politically motivated court proceedings and sanctions against opposition representatives, to adhere to parliamentary pluralism and to promote constructive dialogue between political factions in the Verkhovna Rada.

Regarding negotiations on Ukraine's accession to the EU, MEPs recommend that the European Commission quickly open negotiation clusters with Ukraine. At the same time, they stress that accession negotiations must be conducted in a clear and transparent manner, guided by objective criteria. They remind that the enlargement process should not be used as a tool for settling bilateral disputes. They reiterate their call to strengthen the EU's capacity by reforming the decision-making process, in particular by introducing qualified majority voting in the EU Council on intermediate stages in the accession process, especially at the beginning of negotiations and during the opening and closing of individual negotiation clusters.

MEPs also stress that Ukraine's accession to the EU requires increased support from the European Union.

At the same time, the report supported an amendment tabled by the Left Group, which added a paragraph criticising the ‘EU's militaristic strategy in Ukraine’ and calling for diplomacy instead of military support. This amendment was apparently adopted due to confusion in the chamber and the vote being conducted too quickly. Five political groups in the European Parliament have already announced that they will withdraw their votes for this amendment.
