The members of the Committee, including within the framework of the working groups established under the Committee, have developed a number of comprehensive legislative initiatives aimed at supporting the security and defence forces, servicemen and their families.

In particular, the following have been ensured

opportunity for foreigners who responded to the President's call to join the defence of Ukraine to serve in the Armed Forces of Ukraine and other military formations;

improvement of the national system of protection and defence of the state border;

increase the transparency of defence procurement;

simplification of the procedure for implementing the conclusions of the military medical commission on granting leave for treatment due to illness and on the unfitness for military service;

settlement the issue of payment of monthly additional remuneration to servicemen during martial law, as well as other issues related to mobilisation, military service, sending servicemen for treatment and execution of relevant documents, confirmation of participation in the performance of territorial defence tasks and/or participation in measures necessary to ensure the defence of Ukraine, protection of the security of the population and the interests of the state in connection with the armed aggression of the russian federation against Ukraine and recognition of the affiliation of persons who died during the performance of such tasks and/or activities to military units of the Territorial Defence Forces of the Armed Forces of Ukraine or recognition of such persons as members of volunteer formations of territorial communities;

taking measures to eliminate legal conflicts due to several different practices of law enforcement of the provisions of the Resolution of the Cabinet of Ministers of Ukraine of 20 March 2022 No. 335 "Some Issues of Payment for Goods, Works, Services to Meet the Needs of the Security and Defence Sector under Martial Law", ensuring compliance with the principle of legal certainty in the drafting and application of regulations;

simplifying the procedure for writing off military property (the Law is currently awaiting signature by the President of Ukraine), etc.

In addition, the Committee continues to work on:

development of a comprehensive draft law that will regulate certain issues of mobilisation, recruitment, military service and related legislation;

preparation for consideration in the second reading of the draft Law (No. 10062), which was developed for the purpose of legislative improvement of the procedure of information interaction between state registries in connection with the acquisition of the status of a participant in hostilities; establishment of the possibility for citizens of Ukraine to submit an application in paper or electronic form, and, in particular, by means of the Unified State Web Portal of electronic services and/or the Unified State Register of war veterans to the relevant state authorities to acquire the status of a participant in hostilities, a person with a disability due to war and family members of fallen (deceased) Defenders of Ukraine; establishing the features of acquiring the status of a participant in hostilities during martial law on the basis of a certificate of direct participation of a person in measures necessary to ensure the defense of Ukraine, the protection of the safety of the population and the interests of the state in connection with the military aggression of the russian federation against Ukraine, issued in electronic form .

A draft of the Law on Amendments to Certain Laws of Ukraine on Ensuring the Rights of Servicemen and Policemen to Social Protection (No. 10313) has also been developed to improve the mechanisms for ensuring certain rights of servicemen, in particular, to information, medical care, leave, as well as the rights of policemen to a one-time monetary assistance in case of death, determination of loss of working capacity; prevention of violations related to gender discrimination or sexual harassment; providing servicemen with a one-time leave upon the birth of a child while maintaining the full amount of financial support; specification of norms regarding the total time of a serviceman's stay for treatment abroad; release from duty of military personnel in case of illness of a child under the age of 14 who needs inpatient treatment, with maintenance of financial support for the entire period of the child's illness; the right to appeal for the appointment (recalculation) of a pension during martial law of persons called up for military service under the draft during mobilization, for a special period or accepted for military service under a contract during the period of martial law, upon a written application for the appointment (recalculation) of a pension certified by the commander (chief) of the military unit.

In addition, the draft law clarifies:

the grounds for paying additional remuneration to military personnel during martial law;

requirements for military chaplains and staffing of military chaplaincy positions by civilians;

the rights of certain military officials to use disciplinary power;

defines new powers of specially authorised state bodies on humanitarian aid to carry out mandatory quality control of humanitarian aid, in particular, that provided to the defence forces, and to establish responsibility for failure to comply with official control measures regarding the quality of humanitarian aid goods (items).
