The Committee on Finance, Taxation and Customs Policy considered in the first reading the draft Law “On Amendments to the Law of Ukraine ‘On State Regulation of Production and Circulation of Ethyl, Cognac and Fruit Alcohol, Alcoholic Beverages, Tobacco Products, Liquids Used in Electronic Cigarettes and Fuel’ and Certain Laws of Ukraine on licensing of retail trade in alcoholic beverages, tobacco products and liquids used in e-cigarettes” (No. 5470).
The draft law proposes to:
- introduction of the obligation for business entities to obtain the consent of local governments to obtain a license for the right to retail trade in relevant goods;
- to the grounds for revocation of the relevant license, it is proposed to attach an application to the local government in whose territory the business entity operates, in case it violates the requirements of the law on the sale of excisable goods;
- give village, town and city councils within the relevant administrative-territorial unit the right to impose additional restrictions on the place of sale of such goods.
The Committee decided to recommend to the Verkhovna Rada to adopt the draft Law as a basis based on the results of consideration of the bill in the first reading.
