The Programme (Reg. No. 4066) provides for setting out a balanced short-term Economic and Social Development Policy. The Government believes therefore that a framework will be created in order to achieve the appropriate stability, with an increasingly growing economy, an efficient Employment Policy with a realistic increase in wages, small and medium business support and the realization of Regional Development programmes.
In terms of social partnership, the Draft State Programme 2008 necessitates a stronger role to be played by employers´ organizations and Trade Union Associations in formulation of the State Policy, and provision of continuous public monitoring of the implementation of the National Economic Development Programme.
‘The adoption of the State Programme will result in a 7.2% growth of GDP in 2008, moderate inflation (106.8%), a more generous public welfare, and a 17% actual rise in wages.
The State Economic Policy in 2008 will inter alia be directed towards the creation of a favourable environment for business, stimulation of investment and innovation aspects of reforms, regulation of banking activities, customs rules, wages, development of the country´s labour potential, social security, control over the activities of monopoly associations, prevention of unjustified price rises, etc.
The Cabinet of Ministers finds it necessary to ‘provide a predicted Economic and Social Policy for both the day to day life of the Ukrainian people, and for the business environment, and an aligned macroeconomic, sectoral and Regional Policy, with a balance between the Home and Foreign Policy. The priorities of development of the different sectors of economy will be established on the basis of the laid down objectives.
