The members of the Committee considered and gave their approval to Recommendations of participants of the roundtable entitled "Status of observance of labor guarantees of participants of anti-terror operation and some issues of social protection of this category of citizen and their family members," which took place on October 7, 2015.
The Recommendations include proposals of people's deputies and representatives of non-government organizations of ATO participants, ministries and state institutions.
In particular, the roundtable participants stated: despite sufficient financial support of guarantees of ATO participants this year, the level of respective services remained low.
Labor rights of employees mobilized to military service for the special period are not observed in full. Moreover, mobilized employees working for agricultural entities, production cooperatives as well as for individual entrepreneurs have gone under the radar.
The event participants noted that the regulatory and legal framework touching assignation of the combatant status, status of war disabled veteran, participant of war and a family member of killed ATO participants has been very uncertain which complicated the assignation of respective status.
Representatives of non-government organizations of ATO participants said that in fact from time to time rights of disabled ATO participants were violated during medical-social examination. For instance, some categories of such persons faced the necessity to repeatedly go through medical examinations in order to set or confirm respective disability group.
Committee members also took in account numerous remarks expressed during the roundtable and touched the fact that the Ministry of Social Policy had not yet adjusted effective international cooperation in psychological rehabilitation of ATO participant, in particular, through invitation of partners from Israel, who had long-term experience in settlement of such problems.
Separately, the Recommendations cover the issue of insufficient provision of health-resort treatment entailed by poor awareness of the ATO participants of their right to such treatment.
According to Committee's Secretariat, the Recommendations approved by the Committee members noted that the work of the Ministry of Social Policy was unsatisfactory.
The Committee approved respective Recommendations for consideration of the Verkhovna Rada, Cabinet of Ministers, Ministry of Social Policy, Defense Ministry, Health Ministry and other state institutions.
