On May 19, the Committee on Economic Development adopted a decision to recommend that the Verkhovna Rada of Ukraine adopt as a whole, upon consideration in the repeated second reading, the draft law on public procurement (No. 11520)
The document provides for a comprehensive update of the system of public procurement, taking into consideration the European standards and the requirements for Ukraine's integration into the EU.
The draft law is aimed at increasing the transparency of procurement procedures, improving mechanisms for controlling the use of public funds, and expanding opportunities for fair competition.
Particular attention was paid to the harmonisation of Ukrainian legislation with EU standards in the area of public procurement, which should become an important step towards increasing the efficiency of public spending, strengthening the trust of international partners, and further advancing Ukraine on its path toward European integration.
The document is also intended to strengthen Ukraine’s position in the negotiation process on accession to the European Union and to facilitate the fulfilment of the state’s international obligations.
For citizens, the legislative update will mean a more transparent and comprehensible public procurement system, reduced risks of abuse and inefficient use of public funds. It is also expected to expand access for small and medium-sized enterprises to public tenders, thereby promoting business development and creating new opportunities for Ukrainian producers.
In addition, the improvement of procurement procedures is expected to have a positive impact on the quality of goods and services purchased with public funds, as well as to ensure more efficient use of resources during martial law and in the post-war reconstruction of the country.
