On May 27, the Verkhovna Rada of Ukraine adopted a Law "On Public Procurement" (No 11520), which provides for a comprehensive modernisation of the public procurement system in line with European standards and requirements ofUkraine's integration into the EU.
The adopted Law is one of the key European integration acts and an important component of the negotiation process on Ukraine's membership in the EU. Its provisions are aimed at the implementation of European standards in the field of public procurement, alignment of national legislation with EU law, and harmonisation of Ukrainian legislation with EU law. This Law should become an effective instrument for saving public resources, strengthening trust among international partners, and improving the efficiency of public spending. The document will also contribute to strengthening Ukraine’s position in the negotiation process on accession to the European Union.
Its provisions are primarily aimed at establishing a modern, transparent, competitive, and efficient public procurement system that meets the needs of the state under martial law, during the post-war recovery of Ukraine, as well as the international obligations of our country.
The adopted Law is not merely a technical revision of procedures, but a strategic step towards economic transparency, accountability, and the further integration of Ukraine into the European space.
The Law is of particular importance for the reconstruction of Ukraine following the consequences of russia’s full-scale armed aggression, as a significant volume of state and international funds will be channelled through public procurement mechanisms. It is therefore essential that these funds are used transparently, competitively, and efficiently.
The adopted Law is a systemic framework act that establishes a modern legal basis for the functioning of the public procurement sector and is also part of the broader process of harmonising Ukrainian legislation with European Union law.
