The Committee has decided to eye the issue at its meeting on May 6.
Members of the Committee took respective decision after hearing information by NBU First Deputy Head Oleksandr Pisaruk.
Committee Head Serhii Rybalka noted: “We heard answers for our questions from the NBU, though Head of the National Bank of Ukraine Valeriya Hontareva did not attend the meeting of the Committee. Not all of the answers satisfied us. However, the most important is that we agreed with First Deputy Head of National Bank of Ukraine Oleksandr Pisaruk the elaboration of a plan for restoration of trust in the regulator and stabilization in the banking sector.”
“We will gather and discuss the action plan to rehabilitate the banking system, enhance national currency. The Committee will ensure preparation of a Road Map, which will containing mutual vision and exact proposals to overcome complicated situation in the banking system,” the people's deputy noted.
Rybalka reminded that several months ago, the Committee discussed possible risks. “Unfortunately, most of the fears expressed by members of our Committee have come true. Outflow of resources from the banking system continues. We are close to liquidation of one of the largest Ukrainian banks — the state in fact almost refused to save it. At least one of large Ukrainian banks receiving refinancing from the National Bank of Ukraine is also suffering serious problems. As a result, the deficit of funds of the Deposit Guarantee Fund is already obvious as we did expect. The risk of growing number of banks likely to be subjected to liquidation before the end of the year remains,” the head of the Committee said.
Rybalka noted that members of the Committee have insisted on importance of permanent cooperation directly with the leadership of the National Bank of Ukraine.
In turn, first deputy head of the central bank said that the regulator had already started the work on such Plan along with former heads of the central bank. According to Pisaruk, the National Bank of Ukraine intends to cooperate with the Committee in elaboration of the Plan and will submit a number of new draft laws for consideration of members of the Committee in April-May 2015.
