Members of the Committee have recommended that the Verkhovna Rada adopt as a basis draft law No. 2166 (adapted) on introduction of amendments into some Laws of Ukraine as to enhancement of guarantees of observation of rights and freedoms of internally-displaced persons.
“We have spent much time working on this draft law along with the office of the ombudsmen and representatives of non-government organizations to settle the problems of internally-displaced persons having no citizenship of Ukraine but who lived on temporarily occupied territories. In particular, we have simplified the procedure of reception of certificate of an internally-displaced person,” one of the authors of the draft law and member of the Committee Heorhii Lohvynskyi has said.
Besides, members of the Committee recommended that the Verkhovna Rada adopt as a basis draft law No. 2167 (adapted) on introduction of amendments into the Law of Ukraine “On protection of fights and freedoms of internally-displaced persons” as to compensation of value of damaged property.
“We have to adopt this draft law and show that Ukraine takes care about its citizens made abandon their homes within the undeclared war. Only then, Ukraine will become really united,” said one of the authors of the draft law and First Deputy Head of the Committee Valerii Patskan.
Besides, members of the Committee recommended that the Verkhovna Rada adopt as a basis draft law No. 2299 on introduction of amendments into the Law of Ukraine “On appeals of citizens” as to electronic addressing and electronic petition submitted by the President of Ukraine as urgent. They also recommended that the Verkhovna Rada, during preparation of this draft law for second reading, take in account proposals announced at a meeting by a people's deputy/author of an alternative draft law No. 2299-1 Dmytro Kyshkar.
“I congratulate all on joint consideration of such draft laws,” said Head of the Committee Hryhorii Nemyria. He also reminded that Ukraine now has effective Law “On appeals of citizens” dated 1996 and informed that the Committee had received proposals from non-government organizations and people's deputies, in particular, from Deputy Chairperson of the Verkhovna Rada Oksana Syroid, to establish a workgroup on the basis of the Committee to elaborate new draft law on addresses of citizens that would correspond modern requirements.
To this extent, members of the Committee decided to establish a workgroup to elaborate new wording of the Law of Ukraine as to appeals of citizens.
Besides, it was decided to recommend that the Verkhovna Rada adopt as a basis draft law No. 1901 on introduction of amendments into the Law of Ukraine “On citizenship of Ukraine” as to simplification of the order of provision of Ukrainian citizenship to specific categories of persons.
Moreover, members of the Committee adopted as a basis draft recommendations of the March 11 parliamentary hearings dedicated to “Role, importance and influence of civil society on formation of ethno-national policy of unity in Ukraine.”
Participants of the Committee’s meeting were Deputy Head of the Presidential Administration Dmytro Shymkiv, representatives of non-government organizations, in particular, expert of Transparency International Olesia Arkhypska and Head of the Center for Development of Innovations of the Kyiv-Mohyla Academy Serhii Loboiko.
