Open Letter to President of the European Commission, President of the European Council and all European Leaders
The Kremlin dictator Vladimir Putin in his attempt to destroy Ukraine and erase it from the political map of the world bets on the fatigue of a free democratic world and depletion of Ukraine's support. Any hesitation on the part of the West in providing necessary material aid to Ukraine only emboldens Putin in his aggression against Ukraine. Ukraine can stop Russian aggression only when the Kremlin will see unwavering support of Ukraine by Europe and all democratic states.
It is an undeniable requirement of international law and justice that the perpetrator guilty of the crime of aggression should compensate for all damage inflicted upon the victim of the aggression. Russia must pay for all its crimes against Ukraine. Russian assets cannot be returned to the aggressor who will use them as material resources to continue to wage the war of aggression and to commit war crimes and crimes against humanity.
Against this backdrop the EU reparation loan is an absolute necessity aimed at bringing peace closer and making Russian aggressor start peace negotiations in earnest. This loan will strengthen Ukraine’s defense capabilities and will help to save more lives of the Ukrainians in the face of Russian barbaric attacks against civilian population and critical infrastructure. This loan will also contribute to the recovery and reconstruction of Ukraine.
Europe cannot allow Russia to buy time for its continued aggression by halting the decision-making among freedom-loving and rule of law-abiding countries, thus the decision on a reparation loan using Russian frozen assets has to be taken without delay.
