У своєму відкритому листі парламентарії висловили вдячність членам Палати представників США та свою підтримку Резолюції Палати представників 1035 щодо «Північного потоку-2», а також підтримку зусиллям Сполучених Штатів, спрямованим на посилення енергетичної безпеки та солідарності на Європейському континенті.
Члени парламентів наголосили, що проект «Північний потік-2» створює нові загрози та напруження, збільшуючи залежність ЄС від російського газу.
Зупинення будівництва «Північного потоку-2» не призведе до дефіциту постачання газу в Німеччині або інших державах-членах ЄС; Росія уже контролює постачання майже 40 відсотків об’ємів європейських газових потреб, а практично 11 європейських країн на 75 відсотків залежні від російського газу, йдеться у листі.
Парламентарії підкреслили важливість забезпечення енергетичної незалежності держав на Європейському континенті, всебічному застосуванні енергетичного законодавства Європейського Союзу, реалізації положень Резолюції Палати представників 1035 та виконанні статті 274 Угоди про асоціацію між Україною та ЄС, що сприятиме припиненню ведення РФ своєї агресивної політики в Європі.

Subject: joint open letter to the United States House of Representatives and Senate regarding Russian hybrid threat and Nord Stream 2
Members of the Parliaments of Ukraine and EU Member-States
hereby present their compliments to the Members of the United States House of
Representatives and the Senate and express their support for the House Resolution
1035 concerning Nord Stream 2 and gratitude to the United States’ for the efforts
aimed at strengthening energy security and solidarity within the European Union
and Associated Countries.
It has been evident since 2008 that Russia never ceased its aggressive policy and continues to escalate tensions not only in Ukraine, but in the European continent as whole. Actual occupation of the Sea of Azov and the blockade of the Kerch Straight, constant provocations in the Baltic Sea, hybrid disinformation campaigns, cyber-attacks and the use of energy dependency as means of pressure on European countries undermine peace and security on the European continent.
We fully realize the possibility of use of the Nord Stream 2 project as an instrument of coercion, creating new threats and tensions. By increasing dependency of the EU upon the Russian source of gas supply, the project aims to undermine common energy policy of the EU and it will escalate tensions among the EU member states. Worthwhile to note that the shutdown of NS2 will not lead to a shortage of gas supply in Germany or other EU states. Presently Russia controls the supply of nearly 40 percent of Europe’s gas needs and 11 European countries rely on Russian gas for 75 percent or more of their annual demand. The implementation of NS 2 will only increase the dependency of the European states on Russian gas supply.
Nord Stream 2 pipeline allows Russia to discontinue the transit of gas through Ukraine, which may lead to more aggressive military actions against Ukraine and beyond. Taking into account the “support” which Russia provides to heat up the conflicts in such countries as Venezuela and Syria, its gas business might as well be used to generate conflicts, new waves of refugees and decline of states.
The EU recently adopted new changes to Gas Directive 2009/73/EC, which will extend European rules to offshore pipelines, including Nord Stream 2. It will solve the problem of violation of the EU legislation by this project, but might stop short of halting the construction of the pipeline and its use in Russian political, economic and security interests against democratic states, including the EU countries and Ukraine.
Taking into consideration the EU Gas Directive, the H.Res. 1035, the EU-Ukraine Association Agreement (Article 274) we would like to highlight the importance of building political will to reach a comprehensive decision, ensuring energy independence on the European continent and full application of the energy legislation in the European Union and Associated Countries.
The realization of NS 2 will contribute to the attempts to undermine political unity among the Member States and Partner Countries, helping Russia to maintain pressure on European countries.
Taking into account all mentioned above, we urge you to support the imposition of sanctions against the NS 2, as well as to maintain a consistent position with no exceptions to international obligations, not allowing the rule of barbaric rules in relations between states and not allowing Russian Federation to keep on pursuing its aggressive policy with impunity.
