Я вітаю своїх європейських колег, парламентаріїв, керівників європейських парламентів!
Я – Олександр Корнієнко, Перший заступник Голови Верховної Ради України.
28 лютого, на четвертий день російського вторгнення, Президент України Володимир Зеленський підписав заявку на членство України в Європейському Союзі. Україна звернулася до Євросоюзу з проханням розпочати скорочену процедуру приєднання.
Для нас це історична подія, яка символізує повернення до нашого спільного європейського дому.
Але і для Європи це подія непересічна. Не щодня випадає шанс прийняти у склад Євросоюзу країну, яка реальними справами показує, як ми боремося за демократію, свободу, вибір та решту європейських цінностей.
Щодня, щохвилини в Україні гинуть люди. І вони гинуть для того, щоб зупинити навалу диктатури, авторитарного режиму та абсолютного зла, яким на сьогодні є путінська Росія.
Українці неодноразово доводили, що ми - справжня, невід?ємна частина європейського дому. В залі парламенту, на Майданах, на передовій боротьби, як зараз, під час проведення реформ – ми завжди дивилися в бік Європи і звіряли свої годинники з європейським.
Ми заплатили за це надто високу ціну. І продовжуємо платити щодня. Мільйони біженців. Сотні тисяч громадян без житла. Тисячі загиблих. Мільярди доларів втрат цивільної інфраструктури. Що ще бракує комусь, щоб зрозуміти, що ми сплачуємо таку ціну, після якої не можна сказати, що Україна повинна мати якісь додаткові умови, додаткові шанси і ще треба подумати, чи приймати нашу країну. Ми точно є частиною Євросоюзу, ми довели це де-факто. І просимо вас, шановні колеги, прискорення цього де-юре.
Україна зробила все можливе і неможливе для якнайшвидшого приєднання до ЄС. Зараз м’яч на вашому полі, шановні європейські колеги.
Прийняття за скороченою процедурою – це сміливе рішення, але не безпрецедентне. В історії Євросоюзу точно був випадок Східної Німеччини, над якою не літали бомбардувальники і в якій не гинули люди. Але це прийняття за скороченою процедурою відбулося.
Так, це непросте рішення. Попереду багато роботи з продовження синхронізації законодавства і з втілення тих реформ, які ми не встигли втілити в мирний час, але які вже давно були напрацьовані, спроектовані в Кабінеті Міністрів, у Верховній Раді. Те, що Україна може швидко надолужувати будь-яке відставання, ви бачите на прикладі нашої славетної армії, яка за короткі строки стала однією з найпотужніших армій світу і доводить у боях з чисельно переважаючою армією Російської Федерації.
Усе, що сьогодні потрібно Європі, все, чого ми чекаємо від вас, шановні колеги парламентарії, – це політична воля. Це воля показати свою суб?єктність, не залежно від бюрократичних процедур, впливу країни-агресора, яка сьогодні нападає на Україну, а завтра, будьте певні, почне протягувати свої кістляві руки і до Європи. І добре, що європейські політики це зараз дуже добре розуміють. Усе, що потрібно сьогодні Європі, це зробити сміливий крок, відчинивши для нас двері, про які ми завжди чули, що вони відчинені, але «Україні ще щось треба зробити». Нам здається, ми зробили все, що могли. Сьогодні ми біля дверей. І чекаємо на запрошення увійти до родини європейських народів. Україна – це Європа. Давайте разом будувати наш спільний безпечний європейський дім. Слава Україні!

Greetings to my European colleagues, parliamentarians, heads of European Parliaments!
I am Oleksandr Kornienko, First Deputy Chairman of the Verkhovna Rada of Ukraine.
On February 28, the fourth day of the Russian invasion, President of Ukraine Volodymyr Zelensky signed an application for Ukraine to join the European Union.Ukraine requested the European Union allow Ukraine to gain membership under a simplified procedure.
For us, this is a historic event that symbolizes a return to our common European home.
But this is an extraordinary event for Europe as well. That’s not a chance the European Union has every day to admit to membership a country that takes real actions to demonstrate its fight for democracy, freedom, liberty and other European values.
Every day, every minute people are dying in Ukraine. And they are dying to stop the onslaught of dictatorship, authoritarian regime and the evil incarnate that Putin's Russia represents today.
We, Ukrainians have proved that time and again that we are a real, integral part of the European home. In the hall of the Parliament, on Maidans, at the front lines of the struggle, as now, during the reforms — we have always looked towards Europe and synchronized our watches with the European course.
The price we paid for it is too high. And we keep paying it every day. Millions of refugees. Hundreds of thousands of homeless people. Thousands killed. Billions of dollars of losses in civilian infrastructure. What else is needed to understand that the price we are paying is so high that it is impossible to say that Ukraine may have some additional conditions, additional chances, and they still need to think about whether to admit our country to membership? We are definitely part of the European Union, we have proved it de facto. And we ask you, dear colleagues, to speed up the process de jure.
Ukraine has done everything possible and impossible to join the EU as soon as possible. Now the ball is onyour side of the field, dear European colleagues.
Admission under the shortened procedure is a bold, but not an unprecedented decision. In the history of the European Union, there was the case of East Germany, where there were no bombers above and no people were killed. But this admission under the shortened procedure took place.
Yes, this is a difficult decision. There is much work ahead to continue the synchronization of legislation and the implementation of those reforms that we did not have time to implement in times of peace, but which have long been accumulated and developed in the Cabinet of Ministers and in the Verkhovna Rada. You can see that Ukraine can quickly make up for any gaps by the example of our glorious army, which in a short time has become one of the most powerful armies in the world — they prove it in battles with the numerically superior army of the Russian Federation.
Everything that Europe needs today, everything that we expect from you, our dear parliamentary colleagues, is the political will. It is the will to demonstrate subjectivity, regardless of bureaucratic procedures or the influence of the aggressor country, which is attacking Ukraine today, and tomorrow, rest assured, will be holding out its bony hands for Europe. And it is good that European politicians now understand this very well. Everything thatEurope needs today is to take a bold step — to open that door for us that we’ve always heard to be open, but “Ukraine still needed to do something.” We seem to have done everything we could. Today we are at the door. And we are waiting for an invitation to join the family of European nations. Ukraine is Europe. Let's build our common, safe European home together. Glory to Ukraine!
