First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko took part in the presentation of the study «Monitoring the transparency of the committees of the Verkhovna Rada of Ukraine of the IX convocation for 2025,» which is prepared annually by the CHESNO Movement with the support of the International Renaissance Foundation.
Over the past six years, committees of the Verkhovna Rada of Ukraine have significantly increased the level of openness, according to study's organizers. Most committees demonstrate steady positive progress in enhancing transparency.
«We have already completed most of our ‘homework’ — from updating the website to digitizing the work of committees. But openness is not only about technology, but also about efficiency. The new law on committee openness is already in effect. Some of them have become real platforms for public hearings involving a wide range of stakeholders. This is no longer just a ‘base’, but a new standard of communication,» said Oleksandr Korniienko.
At the same time, he noted that the Educational Centre of the Verkhovna Rada of Ukraine has also expanded its activities. Despite the war, online lessons and simulations of parliamentary work are being conducted for thousands of children. “Openness is a process with no limit to perfection. We continue working so that, despite all external challenges, the Verkhovna Rada of Ukraine remains an institution trusted by the public,” said the First Deputy Speaker of the Verkhovna Rada of Ukraine.
During the speech, he outlined key priorities for expanding communication tools and further enhancing the openness of the Parliament in 2026, including new Law on parliament's committees - the Law of Ukraine "On Amendments to Certain Laws of Ukraine on Strengthening Specific Guarantees of Media and Journalists' Activities and Ensuring Citizens'Rights of Access to Information"№ 4212-IX.
«Openness becomes a basic requirement,» emphasised Oleksandr Korniienko.
According to Oleksandr Korniienko, one of the priorities of the Verkhovna Rada's openness is the development of the Parliament's educational programs. Due to security restrictions, excursions are currently not being conducted, but online formats, open lessons, and modeling of parliamentary work have been significantly scaled up. He also emphasized the need for active educational work with higher education institutions to prepare a new generation of parliamentary staff.
Despite the difficult external circumstances, the First Deputy Speaker stressed that the openness of Parliament remains one of the key areas of institutional development.
