Oleksandr Korniienko, First Deputy Chairman of the Verkhovna Rada of Ukraine, joined the XXXIV meeting of the Coordination Council for Public Administration Reform. The event was chaired by Oleh Nemchinov, Minister of the Cabinet of Ministers of Ukraine, Chairman of the Coordination Council.
«Our agenda has only two questions today, but they are deeply important given the need to meet the requirements of the Ukraine Facility Plan. The first issue relates to one of the most sensitive topics today, namely the resumption of competitions for civil service positions. The second is that, according to the Plan of Ukraine, amendments to the legislation (including bylaws) that will improve the procedure for entering, completing and terminating civil service should be adopted and come into force by the end of the third quarter of this year. In addition, these changes should be in line with the SIGMA principles of public administration, which relate to selection procedures based on professional competencies», - said Oleh Nemchinov, Minister of the Cabinet of Ministers of Ukraine, during the opening of the event.
Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, presented the state of preparation of amendments to the legislation that would improve the procedure for entering, completing and terminating civil service, as well as the introduction of a human resource management information system (HRMIS) in public authorities. According to Oleksandr Korniienko, both cases take into account the requirements of the Ukraine Plan, a strategic document developed by the Government in cooperation with the European Commission, which is the basis for the provision of EU funding to Ukraine in 2024-2027.
«The Verkhovna Rada of Ukraine is ready to work effectively at all levels to adopt the necessary changes envisaged by the Plan of Ukraine. We understand the importance of a qualitative relaunch of civil service competitions and improvement of the civil service procedure. These decisions should be in line with the best European practices and contribute to the formation of a modern, sustainable and professional civil service,» said First Deputy Speaker Oleksandr Korniienko.
Following the meeting, the participants supported the proposal of the Minister of the Cabinet of Ministers to take note of the information on the status of preparation of amendments to the legislation that provide for the improvement of the procedure for entering, passing and terminating the civil service in accordance with the requirements of the Ukraine Facility.
The meeting also took note of the pilot project being implemented by the Ministry of Digital Transformation of Ukraine, which relates to the use of the Diia portal for the employment of citizens in the civil service.
The importance of continuing to work on the implementation of the human resource management information system (HRMIS) in government agencies was also noted, also in accordance with the requirements of the Ukraine Plan.
Oleksandr Korniienko thanked his colleagues and participants of the XXXIV meeting of the Coordination Council for Public Administration Reform for the meaningful discussion, constructive proposals and joint systematic work on bringing Ukraine closer to European standards in the civil service.
