This was stated by the Chairman of the Parliament of Ukraine Ruslan Stefanchuk during the national telethon «United News».
He reminded that Ukraine received the status of candidate for membership in the European Union on June 23 this year. Ukraine was given many recommendations for implementation. Work on these requirements, according to Ruslan Stefanchuk, required coordinated activities of all branches of government, particularly, required legislative regulation. This is a direct part of the work of the Parliament of Ukraine.
«The Verkhovna Rada has successfully completed its part of the homework. All systemic legislation has been approved by the end of the year. We have adopted laws on the CCU and on national minorities, laws that implement FATF standards on money laundering, elected two members of the HCJ under the parliamentary quota.
This is the evidence of the systematic, united work of MPs on Ukraine’s path to EU membership, » the Chairman of the Ukrainian Parliament assured.
He also noted that during the last speech to the MPs, the President of the European Parliament Roberta Metsola praised the work of the Verkhovna Rada of Ukraine on the European integration path and expressed hope for the same positive assessment of the European Commission.
Ruslan Stefanchuk also informed about the mechanism of further negotiations and necessary actions for Ukraine’s full membership in the EU.
«The first stage is the opening of accession negotiations. To this end, the European Commission is preparing a negotiation framework with the candidate state. Then, the first intergovernmental conference is held, which signals the official start of the negotiation process, » said the Chairman of the Ukrainian Parliament, adding that further negotiations are held in the format of intergovernmental conferences between the representatives of the candidate state and the European side. In particular, the EU delegation is formed of representatives of the member states of the European Council and the European Commission. The candidate state is represented by a negotiating team. The negotiations are based on the results of the analysis conducted by the European Commission.
«After that, as a candidate, we will receive our task in the context of 35 chapters grouped into 6 clusters. This is the so-called «screening». When all chapters are closed, an agreement on accession to the EU is being prepared, which is subject to ratification by the parliaments of all EU countries, » Ruslan Stefanchuk explained.
He also noted that even though the executive branch of power is responsible for the negotiation process, the Parliament of Ukraine, in his opinion, will play a key role in the implementation of European legislation, as well as to exercise parliamentary control over the implementation of the tasks set before the Government.
