At its meeting on 14 January, the Committee on Ukraine's Integration into the EU considered and supported draft laws on the ratification of several international agreements. These include, in particular, Draft Law No. 0359 (https://itd.rada.gov.ua/billinfo/Bills/Card/59426) on the ratification of the Agreement between Ukraine, on the one hand, and the European Union, on the other hand, on Ukraine's participation in the European Social Fund Plus (ESF+) Employment and Social Innovation (EaSI) programme. (EaSI) of the European Social Fund Plus (ESF+). The implementation of the Agreement will ensure Ukraine's accession to the ‘Employment and Social Innovation’ (EaSI) strand of the European Social Fund Plus (ESF+), the EU's main instrument for investing in human capital. The Agreement is also functionally linked to the EU's multiannual financial framework for 2021-2027, as it regulates Ukraine's participation in the programme within the budget and activities of the Fund, which are to be implemented by the end of this period. The Committee decided to submit the draft law to the Verkhovna Rada of Ukraine for consideration and to recommend its adoption in principle and in its entirety.
Also, Draft Law No. 0358 (https://itd.rada.gov.ua/billinfo/Bills/Card/59392) on the ratification of the Agreement between the Government of Ukraine and the Government of the Republic of Slovenia on technical and financial cooperation. The Committee decided to submit the draft law to the Verkhovna Rada of Ukraine for consideration and recommend its adoption in principle and in its entirety. The Committee members reached the same conclusion regarding two other draft laws concerning the ratification of international agreements: Draft Law No. 0360 (https://itd.rada.gov.ua/billinfo/ Bills/Card/59428) on the ratification of the Financial Agreement ‘Improvement of Road Networks under the EU Solidarity Roads Initiative (’Transport Networks Recovery‘)’ between Ukraine and the European Investment Bank and draft law No. 0361 (https://itd.rada.gov.ua/billinfo/Bills/Card/59430) on the ratification of the Agreement (in the form of an exchange of notes) between Ukraine and the European Union on the renewal of the Agreement between Ukraine and the European Community on scientific and technological cooperation.
The Committee also decided to submit for consideration by the Verkhovna Rada of Ukraine and recommend the adoption of draft law No. 0362 (https://itd.rada.gov.ua/billinfo/Bills/Card/59436) on the ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Slovak Republic on mutual understanding regarding the placement of the diplomatic mission of Ukraine in the Slovak Republic and the diplomatic mission of the Slovak Republic in Ukraine.
At the meeting, the Committee members also reviewed and approved conclusions on the following draft laws:
Draft Law No. 14294 (https://itd.rada.gov.ua/billinfo/Bills/Card/59346) on amendments to Article 136 of the Law of Ukraine ‘On Capital Markets and Organised Commodity Markets’ regarding the ability of the Economic Security Bureau of Ukraine to obtain information contained in the depository accounting system. According to the Committee's conclusion, the draft does not contradict Ukraine's international legal obligations in the field of European integration.
Draft Law No. 14002 (https://itd.rada.gov.ua/billinfo/Bills/Card/57242) on amendments to the Law of Ukraine ‘On Sanctions’. The Committee concluded that the draft law complies with Ukraine's international legal obligations in the field of European integration.
Draft Law No. 14278 (https://itd.rada.gov.ua/billinfo/Bills/Card/59255) on digital accessibility in Ukraine. According to the Committee's conclusion, the document does not contradict Ukraine's international legal obligations in the field of European integration and European Union law. The Committee members reached the same conclusion regarding alternative draft law No. 14278-1.
Draft Law No. 14100 (https://itd.rada.gov.ua/billinfo/Bills/Card/57574) on amendments to certain laws of Ukraine regarding data verification in the healthcare sector. The Committee concluded that the draft law does not contradict Ukraine's international legal obligations in the field of European integration, but needs to be revised taking into account the comments made. The same conclusion was reached regarding the alternative draft law No. 14100-1.
Draft Law No. 0304 (https://itd.rada.gov.ua/billinfo/Bills/Card/55902) on Ukraine's accession to the Convention on International Access to Justice. According to the Committee's conclusion, the draft law complies with Ukraine's obligations in the field of European integration.
Draft Law No. 12367-1 (https://itd.rada.gov.ua/billinfo/Bills/Card/55565) on amendments to the Criminal Procedure Code of Ukraine and the Law of Ukraine ‘On the Prosecutor's Office’ regarding the removal of obstacles for parties to criminal proceedings in accessing justice. The draft law does not contradict Ukraine's international legal obligations in the field of European integration, but needs to be revised taking into account the comments made. Regarding alternative draft laws No. 12367-2 and No. 12367-3, the Committee members concluded that they do not contradict Ukraine's international legal obligations in the field of European integration.
Draft Law No. 11082 (https://itd.rada.gov.ua/billinfo/Bills/Card/43836) on appeals. According to the Committee's conclusion, the draft law does not contradict Ukraine's international legal obligations in the field of European integration.
Draft Law No. 13620 (https://itd.rada.gov.ua/billinfo/Bills/Card/57040) ‘On Amendments to Certain Legislative Acts of Ukraine Regarding Improving the Efficiency of Management of State and Municipal Property for the Purpose of Ukraine's Recovery and Economic Growth.’ The Committee concluded that the draft law does not contradict Ukraine's international legal obligations in the field of European integration and European Union law, but needs to be revised taking into account the comments made.
