The Committee on State Building, Local Governance, Regional and Urban Development approved the Recommendations of the discussion: "New version of the Law of Ukraine 'On Local Self-Government in Ukraine' through the prism of the European Charter of Local Self-Government", which took place in the format of the video conference on March 1, 2021.

The event was attended by MPs, representatives of the Ministry of Community and Territorial Development, the Central Election Commission, local governments and associations of local governments, experts and scientists.

According to the participants, since the beginning of the decentralization reform in Ukraine in 2014, the number of laws and bylaws were adopted, which allowed to complete the process of unification of territorial communities and to form the territorial basis of local self-government, to strengthen its financial and organizational capacity, opportunities for better provision of administrative services, inter-municipal cooperation, wide implementation of development projects. At the same time, with the adoption and implementation of the Resolution of the Verkhovna Rada of Ukraine "On the formation and liquidation of districts" was also formed the territorial basis for the reform of decentralization of power at the subregional level. The result of the successful implementation of this set of measures was the holding of local elections on October 25, 2020 in the conditions of the renewed administrative-territorial structure.

In the context of further implementation of the decentralization reform, the need for the new version of the Law of Ukraine "On Local Self-Government in Ukraine" was stressed, but its development should be in parallel with the preparation of amendments to the Constitution. At the same time, it is necessary to bring the current Law of Ukraine "On Local Self-Government in Ukraine" in line with the changes in the legislation that have already taken place in the framework of the decentralization reform in Ukraine.

Among the discussion issues reflected in the Recommendations were clarification of own and delegated powers of local governments, their delimitation among themselves and between levels of local government, the issue of forming the register of acts of local governments; decision-making procedures by local councils - by the majority of the general membership of the council or by the majority of the deputies present in the presence of the quorum, definition of terms and concepts used in the bill, etc.

 Following the discussion, the roundtable participants adopted a number of specific recommendations addressed to the Committee on State Building, Local Governance, Regional and Urban Development, to its permanent Working Group on the implementation of the decentralization reform in Ukraine and to the all-Ukrainian associations of local governments.
