The Committee on Social Policy and Protection of Veterans' Rights discussed the implementation of the Poverty Alleviation Strategy. The Chairperson of the Committee Halyna Tretyakova noted that the purpose of the hearings is to analyze and discuss the results of the Poverty Alleviation Strategy, approved by the Cabinet of Ministers of Ukraine in March 2016, and develop proposals for a draft new document.
According to her, an important step is the monetization of subsidies, increasing the amount of benefits for orphans and children deprived of parental care. But access to medical services for the rural population, provision of rehabilitation facilities for people with disabilities and others remain topical issues.
The Chairperson of the Committee noted that the issue of the subsistence level remains unresolved. According to her, there are more than a dozen bills, and one of them - the draft on regulation of the subsistence level and create the conditions for its increase (No. 3515) the Committee will consider next week.
Deputy Minister of Social Policy Vitaliy Muzychenko stressed that the Government considers the fight against poverty to be the main task.
Lyudmyla Cherenko, Head of the Population Research Sector of the Ptukha Institute of Demography and Social Research of the National Academy of Sciences of Ukraine, noted that the situation is not expected to improve in 2021. According to her, it is necessary to develop a new comprehensive document, solve the problem of intersectoral cooperation and take into account the processes of decentralization.
MP Natalya Korolevska emphasized the need to support the national producer and implement protectionist measures, raising social standards. According to her, without these steps, poverty will not be overcome.
Representative of the International Labor Organization in Ukraine Antonio Santos supported the need to de-shadow employment, facilitate the transition from the informal to the formal economy and reduce the scale of undeclared work. He noted the importance of drafting laws on the characteristics of labor relations (No. 5051 and No. 5054), and provided his recommendations for the projects.
MP Oleksandr Kachura noted that it is necessary to find a consensus on the choice of models for overcoming poverty and together with all stakeholders to develop the necessary legislative initiatives. After all, the development of the state will depend on the level of social justice and how people feel.
The participants of the hearings also discussed the implementation of the new Law "On Social Services", disparities in the labor market, issues of pensions, targeted social assistance, social protection of children, servicepersons and others.
Summing up the hearings, Halyna Tretyakova noted that social policy and social infrastructure are the component of national security, but this is rarely paid attention to it. Therefore, solving social problems will be the key to avoiding tension in society. In her opinion, it is also important to take into account the regional aspect of the Strategy implementation.
Relevant recommendations will be developed based on the results of the hearings.
