The Committee on Anti-Corruption Policy considered the proposals of the working group to the draft law “On the principles of state anti-corruption policy for 2020-2024” (No. 4135)

MPs with the participation of representatives of the National Agency for the Prevention of Corruption (NAPC) considered amendments to the text of the anti-corruption strategy.

The meeting discussed the proposals developed by the working group and the amendments that the members of the Committee insist on.

Amendments related to the identification of problematic issues in the activities of law enforcement and anti-corruption bodies were considered.

In particular, the strategy proposes to develop an exhaustive list of grounds for dismissal and termination of powers of prosecutors, including the Prosecutor General, and to amend the legislation accordingly.

In addition, it is proposed to transfer the authority to conduct pre-trial investigations into corruption crimes committed by NABU employees to the bodies of the State Bureau of Investigation.

During the discussion it was noted that among the problems to be solved are also: improving the process of independent evaluation of the work of anti-corruption bodies and bringing their employees to justice; creation of a mechanism to prevent conflicts of interest in the investigation of offenses committed by employees of anti-corruption bodies; settling the issue of grounds for dismissal of law enforcement officials in case of administrative prosecution for corruption-related offenses; creation and implementation of an effective mechanism of external audit of NABU and the Specialized Anti-Corruption Prosecutor's Office.

The members of the Committee considered a number of amendments that related to the problems of business regulation, establishment and powers of the supervisory boards of procurement organizations identified in the anti-corruption strategy.

Another block of strategy issues concerns the elimination of corruption risks in the implementation of the provision on free privatization of land plots. According to the amendment supported by MPs, the strategy will propose changes to land legislation, which provide for the transformation of free privatization of land into other forms of social support with the right to free privatization of land provided for use by citizens until 2022.
