Joint committee hearings on “Foreign policy aspects of the deoccupation of the Autonomous Republic of Crimea and the city of Sevastopol: the parliamentary dimension” were held by video conference. The event was organized by Committees on foreign policy and inter-parliamentary cooperation, on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and Autonomous Republic of Crimea, National Minorities and Interethnic Relations and on National Security, Defence and Intelligence.
 
Opening the hearing, Oleksandr Merezhko, Chairperson of the Committee on Foreign Policy and Inter-Parliamentary Cooperation, reminded that the next anniversary of the Russian occupation of part of the sovereign Ukraine of the Autonomous Republic of Crimea and the city of Sevastopol is coming soon. According to him, during this time Ukraine has made and continues to make considerable efforts to liberate the temporarily occupied territories.
 
MP Rustem Umierov reminded that the inter-factional parliamentary association "Crimean Platform" was established in December last year. It included 42 deputies. One of the main directions of the parliamentary association is international cooperation in consolidating efforts to release political prisoners, intensification of dialogue with international partners. He also stressed the problems of political prisoners. According to him, there are currently between 100 and 150 political prisoners in Crimea, 119 of whom are Crimean Tatars.
 
The participants of the hearings discussed the current state of the occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol, sanctions against the Russian Federation as an instrument of deoccupation, necessary legal changes to accelerate deoccupation, work of Verkhovna Rada groups on inter parliamentary relations with key partners, activity of people's deputies within the framework of permanent delegations of the Verkhovna Rada in international parliamentary assemblies in the context of deoccupation.
Permanent Representative of the President to the Autonomous Republic of Crimea Anton Korynevych raised issues of human rights in Crimea, especially during the pandemic, forced vaccination, militarization of the Crimean Peninsula, ecology, oppression of Ukrainian and Crimean Tatar cultures.
 
“Parliament's attention to the issues of deoccupation and reintegration of Crimea is very important. For the proper and effective implementation of the Crimean Platform, Ukraine must do everything to show our international partners that Ukraine can and wants to work for the deoccupation and reintegration of the Autonomous Republic of Crimea and the city of Sevastopol,” noted Anton Korynevych.
 
The Permanent Representative of the President of Ukraine to the Autonomous Republic of Crimea stressed the importance of developing the Reintegration Strategy under the auspices of the National Security and Defense Council of Ukraine. This thesis was supported by the participants of the hearings.
 
Olha Skrypnyk, a representative of the Crimean Human Rights Group, raised the issue of access to basic medicines for Crimeans and the inability to be treated for COVID-19She also stressed that in addition, the issue of forced mobilization should be raised in the international arena. According to her, more than 28,000 citizens were illegally called up for military service.
 
MP Bohdan Yaremenko noted that a lot has been done to inform the world community about the situation in Crimea. According to him, it is necessary to emphasize not only the violation of political rights, but also the need to respect socio-economic rights and preserve property.
 
First Deputy of the Ministry of Foreign Affairs of Ukraine Emine Japarova presented the model of the Crimean Platform, which will work at the level of heads of states and governments, foreign ministers, parliaments, experts. Emine Japarova outlined the key activities of the Crimean Platform, including: international policy of non-recognition of the attempted annexation of Crimea, the effectiveness of sanctions and their strengthening, security, human rights and international law, environmental and economic consequences of the occupation. The First Deputy of the Ministry of Foreign Affairs of Ukraine announced that the inaugural summit of the Crimean Platform is scheduled for August 23, 2021.
 
An important issue of the hearings was the development of the parliamentary dimension of the Crimean platform, in particular by promoting its goals in the parliamentary assemblies of international organizations and discussions in friendship groups with the parliaments of foreign countries.
 
Mariia Mezentseva, Head of delegation of the Verkhovna Rada of Ukraine to
the Parliamentary Assembly of the Council of Europe (PACE), noted the importance of creating an informal Crimean platform at the PACE platform and involving states in this problem.
 
Based on the results of the discussion, appropriate recommendations will be prepared.
