Meeting of the Committee on Rules of Procedure, Parliamentary Ethics and Administration of Verkhovna Rada’s Work was held. The Committee considered the draft Law No. 4586 on Improving the Electronic Form of Document Circulation in the Verkhovna Rada of Ukraine.
 
The author of the bill, MP Pavlo Frolov, said that from February 1, 2021 the use of a single automated system for working with documents in the Verkhovna Rada should begin as a single means of processing all documents created in Parliament and received by it. According to the People's Deputy, currently more than 90% of processes with documents in the Verkhovna Rada take place in electronic form.
 
At the same time, according to him, during 2020 a number of changes were made to the Rules of Procedure of the Verkhovna Rada of Ukraine, in particular, the control function of the Verkhovna Rada was strengthened and provides for a number of new documents to be drafted in the Parliament.
These clarifications require the creation of new algorithms in electronic document management software and the appropriate time for this. The unwillingness to introduce an exclusively electronic form is also due to the lack of a mechanism for submitting an electronic archive.
 
In addition, as the author of the bill noted, the work of the Verkhovna Rada now takes place in special conditions caused by the spread of coronavirus disease (COVID-19), which differ significantly from the normal work of the legislature. The bill proposes to extend the possibility of passing documents in paper form for one year.
 
The Committee decided to recommend that the bill be included in the agenda of the session and, based on the results of the first reading, adopt it as a basis and in general.
