The Verkhovna Rada has passed today the following draft bills/resolutions to presently emerge as full-blown pieces of legislation:
Bill No.2276: Second reading - “On amendments to the Bankruptcy Code of Ukraine”.
The bill is purposed to emend the code and prohibit opening bankruptcy proceedings relating to governmental authorities, local governments, state-financed organizations and institutions. The law shall enter into force on the day following its promulgation.
Bill No.3354: Second reading - “On amendments to the Administrative Offences Code of Ukraine and the Criminal Code of Ukraine as to harsher accountability for failure to comply with legitimate demands of a Ukrainian MP, the Accounting Chamber, a member of the Accounting Chamber”.
The law is to up the sanctions in force for improper responding to requests, questions, motions and appeals of MPs, the Accounting Chamber or its member, for obstructing activities of a Ukrainian parliamentarian and/or a local (common, city) council deputy (a local councillor), or failure to comply with legitimate demands of a Ukrainian MP, the Accounting Chamber or its member by official functionaries, for putting invented hindrances to their work and for providing them with false or misleading information.
Appropriate changes have been made to the Administrative Offences Code of Ukraine and the Criminal Code of Ukraine. To this end, Article 18819 of the Administrative Offences Code of Ukraine has been correspondingly amended to now represent a pecuniary penalty (fine) varying within 350-500 tax-exempt minimum incomes (temi) for infracting the set response times or failure to provide, or providing false, incomplete or inaccurate information against an MP’s appeal; or varying within 500-800 tax-exempt minimum incomes (temi) for infracting the set response times or failure to provide, or providing false, incomplete or inaccurate information against an MP’s inquiry/motion; or varying within 200-300 tax-exempt minimum incomes (temi) for failure to comply with legitimate demands of the Accounting Chamber or its member, or for obstructing their activities, infracting the set response times or failure to provide, or providing false, incomplete or inaccurate (misleading) information.
Even harsher punishment has been established for the aforementioned violations committed by public officers against MPs, local councillors, VRU committees, VRU temporary committees of inquiry or special temporary committees of inquiry through making appropriate changes to Article 351 of the Criminal Code of Ukraine.
Bill No.3509: First reading - “On amendments to the Law of Ukraine ‘On the state budget of Ukraine for 2020’”.
The bill is to change Article 28 of the above law enabling in that way the use of monetary resources of the COVID19 fight fund for measures aimed to prevent and check the emergence and spread of epidemic and pandemic of an acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2, for overcoming its aftermath, buying appropriate medical equipment, betterment of admission rooms in base healthcare establishments and so forth.
