There are || bodies in focus of our committee scan today:

 

  • Committee on Environmental Policy and Nature Management

At its 27 May sitting, the committee considered the bill No.2207-1 altering the Law of Ukraine “On waste management” that goes through its second reading. The draft law is designed to improve the waste management system, ensure legislative and legal regulation of relations in the waste management sector, taking into account the requirements of European Union directives, improve the environment and achieve sustainable development goals. The committee instructed its head to submit the waste management bill to the parliament for further consideration.

The committee also examined the bill No.3438 “On amendments to the Law of Ukraine ‘On environmental impact assessment’ as to preventing the emergence and spread of coronavirus disease (COVID-19)”. The committee’s recommendation to the parliament is taking the bill on its first and second readings and including same to the agenda of the third session of the Verkhovna Rada.

 

  • Committee on Social Policy and Protection of Veterans’ Rights

At its 27 May sitting, the committee saw into the bill No.3486 “On amendments to certain legislative acts of Ukraine as to the social protection of population during the quarantine imposed to prevent the emergence and spread of coronavirus disease (COVID-19)”. The bill is designed to provide social protection for unemployed people, workers and employers who may face negative socio-economic consequences during the quarantine period, as well as to stimulate the development of family farms.

The draft law purposes to amend the Laws of Ukraine “On employment of population” and “On compulsory state social insurance in case of unemployment”, which are aimed at providing social protection to the population that may suffer from the consequences of coronavirus disease (COVID-19).

Then, in order to strengthen the protection of persons with disabilities, it is proposed that funds received by the state budget from administrative and economic sanctions and fines can now be used by the Fund for social protection of persons with disabilities for providing compensation to employers. In addition, it is suggested that the issue of granting vouchers to persons discharged from military service after participating in the anti-terrorist operation ATO/JFO be settled without submitting information on disabilities. There was also put forward the idea of allowing heads of family farms to pay a single social contribution for themselves and for members of the family farm.

Following the discussion, members of the committee decided to include the bill in the agenda of the third session and to recommend that the Verkhovna Rada adopt it on the first reading.
