Committee on Law Enforcement

The сommittee, in conjunction with the Prosecutor General's Office, the National Anti-Corruption Bureau and the European Union Anti-Corruption Initiative (EUACI), held on April 2, 2020 a web-conference on “The eCase system: An electronic system for criminal cases management”.

Presenters of the system underlined that electronic criminal proceedings would greatly contribute to effective exchanging of files within all criminal proceedings and vastly simplify the work of all those involved in criminal investigations. During the presentation, it was especially emphasized that the eCase system might also be used for administering and managing electronic versions of criminal cases files.

The first agencies to test the system’s performance will be anti-corruption bodies - detectives of the National Anti-Corruption Bureau of Ukraine, prosecutors of the Specialized Anti-Corruption Prosecutor's Office and investigators of the High Anti-Corruption Court of Ukraine. Their pooled efforts are thought to result in a significant increase in the efficiency of investigation of corruption offences.

During the presentation, the conferees have gotten acquainted with how the system works, found out how to use it in different modes, and how the system is practically implemented in law enforcement and judicial agencies.

During the event, there were talked over pressing issues relating to the processing of generated databases of Ukraine’s Unified Register of Pre-trial Investigations (URPI) and the duplication of data within the eCase and URPI systems.

It was also noted that integrating the system with other databases is worth doing, since such combined systems could help to assess the work of investigators, detectives, prosecutors and be additionally used as analytical tools.

The focus of the eCase discussion was placed upon:

-         lack of operative means for protecting information during the process of electronic criminal proceedings;

-         peer reviews of digital documents and electronic evidences;

-         synchronization of the eCase and URPI systems; 

-         main avenues of legislative support and stages of effect-oriented implementation of the eCase system;

-         coordination of the system with core stakeholders;

-         financial and logistical support to the system at issue.
