The Chairman of the Verkhovna Rada Dmytro Razumkov opened the evening round of the plenary meeting.

 

The evening section

 

The Chairman gave the floor for making their statements to representatives of three parliamentary factions: “European Solidarity”, “Holos” and “Batkivshchyna”. On behalf of the above political forces MP Andriy Parubiy announced that in the run-up to the coming Normandy Format meeting they had approved a joint statement "On debarring violations of Ukraine’s national interests".

After the speeches, members of parliament proceeded with the business of the day.

On alterations to Ukraine’s tax code

--Draft bill No.1210 (including the draft bill No.1210-1 as the alternate)

MPs have examined the bill No.1210 which is thought to make changes to the Ukrainian tax code. With 225 ayes, the bill No.1210 was passed by the parliament.

 

On parliamentary privilege

--Draft bill No.2237 (including the draft bill No.2237-1 as the alternate)

Lawgivers have seen into the bill No.2237 “On amendments to certain legislative acts of Ukraine to reconcile them with the Law of Ukraine ‘On amendments to Article 80 of the Constitution of Ukraine regarding parliamentary immunity of Ukrainian parliamentarians”. By 253 assenting votes, they took the bill No.2237 on the first reading.

 

On registering and importing cars

--Draft bill No.2078 (including the draft bill No.2078-1 as the alternate)

MPs have considered the bill No.2078 (2078-1) “On amendments to the Law of Ukraine “On some issues of registering and importing vehicles into Ukraine’s customs territory”. 356 parliamentarians supported the bill No.2078-1 in tote.

 

On gas transportation

--Draft bill No.2359-1  

Ukrainian parliamentarians have seen into the bill No.2359-1 “On amendments to Section XX “Transitional provisions” of the Tax Code of Ukraine for securing meeting Ukraine’s obligations towards the unbundling of natural gas transportation activities under the Protocol on the Accession of Ukraine to the Energy Community Treaty and considering the relevant provisions of the Association Agreement between the European Union, its Member States, and the European Atomic Energy Community, on the one part, and Ukraine, on the other part”.  By 328 ayes the bill No.2359-1 was taken on the second reading.

 

On changes to Ukraine’s customs code

--Draft bill No.2318 (including the bill No.2318-1 as the alternate)

Lawgivers have passed the bill No.2318-1 “On amendments to the Customs Code of Ukraine and some other legislative acts of Ukraine regarding enhancing the management structure in the field of public customs and tax policies” by 272 assenting votes.

 

On state & communal property lease

--Draft bill No.1055-1

Upon modification, the first reading of the draft bill No.1055-1 “The Law of Ukraine “On lease of state and communal property” was reapproved by 233 parliamentarians. The paper is to introduce a single transparent auction system for leasing state and municipal (communal) property.

 

On wider self-representation

--Draft bill No.2261

By 314 ayes, the parliament passed on the first reading the bill on amendments to certain legislative acts of Ukraine regarding a wider self-representation at courts of public authorities, local governments and other legal bodies regardless of their establishment procedure.

 

On liberalization of ethanol production

--Draft bill No.2300

By 284 assenting votes, the parliament have passed the bill “On amendments to the Law of Ukraine ‘On state regulation of production and circulation of ethyl, cognac and fruit alcohols, spirituous liquors, tobacco goods and combustibles’  regarding the liberalization of ethanol production” on the second reading.

 

On double jobbing for MPs

--Draft bill No.2313 (including the bills Nos.2313-1, 2313-2, 2313-3 as the alternates)

By 321 ayes, MPs have confirmed in tote the bill No.2313-2 “On amendments to the Law of Ukraine ‘On corruption prevention’ (regarding double jobbing of Ukrainian parliamentarians’ assistants-advisers)”.

 

On changes to Ukraine’s tax code

--Draft bill No.2317

On the second reading (in tote) was taken the bill on amendments to Ukraine’s tax code and some other legislative acts of Ukraine regarding better excise-tax administration. The statute was confirmed by 278 ayes.

 

On simpler pre-trial investigation

--Draft bill No.2155

MPs have considered the draft bill No.2155 “On amendments to Section II of “Transitional provisions” of the Law of Ukraine ‘On amendments to certain legislative acts of Ukraine regarding simplifying a prejudicial inquiry for certain categories of criminal infractions” dated November 22, 2018 under No.2617-VIII. By 328 ayes the bill was passed on the second reading and in tote.

 

On FATCA-related legislative changes

--Draft bill No.2102

The draft bill No.2102 on amendments to certain laws of Ukraine in connection with the ratification of the Agreement between the Government of the United States of America and the Government of Ukraine to improve international tax compliance and to implement FATCA.  

--Draft bill No.2103

One more draft bill related to the above FATCA inter-governmental agreement. The bill is drafted to make some relevant changes to the Tax Code of Ukraine. Both of the bills were supported by lawgivers on the second reading and in tote.

 

On verification of public payments

--Draft bill No.1231

MPs have re-considered the Law of Ukraine “On verification and monitoring of public payments” with presidential proposals attached. The bill was backed in tote by 248 ayes.

 

On Ukraine’s eurointegration

--Draft resolution No.2327

By 284 ayes, the parliament passed the draft resolution No.2327 “On primary measures to secure Ukraine’s Euro-Atlantic integration - full membership in the North Atlantic Treaty Organization”.
