Committee on Anti-Corruption Policy

The сommittee has recognized the draft bill No.1014 “On amendments to Article 106 of the Constitution of Ukraine (pertaining to investing the President of Ukraine with powers to establish independent regulatory agencies, the National Anti-Corruption Bureau of Ukraine, to appoint and dismiss directors of the National Anti-Corruption Bureau of Ukraine and the State Bureau of Investigations” as bearing no venality risks.

The corresponding decision was made at the today’s meeting of the Committee on Anti-Corruption Policy. Thus, the members of the committee amended their previous conclusion on this bill. According to the dabs in venality, the law is now seen to meet all requirements of the anti-corruption legislation, containing no corruption risks.

It is expected that heads (directors) of the National Anti-Corruption Bureau of Ukraine and the State Bureau of Investigations be selected on a competitive basis.  There was also determined a list of the regulatory bodies, and specified that these bodies be created by the president in accordance with the law.

In addition, the committee proposed to amend the law on the State Bureau of Investigations (SBI) in order to clarify its status in connection with vesting the President with the power to appoint and dismiss SBI’s director.

The participants of the meeting approved a sub-committee head’s official duties and discussed the creation of sub-committees along with their remits and staffing. According to the results of the discussion, it was decided to submit appropriate proposals by September 13.

At the meeting, there were discussed  a number of organizational issues of the committee's work, including approving the procedure for treating appeals of citizens and legal entities, requests for information. The committee's work plan for this September was also elaborated.

The next meeting of the committee will be held on September 5.

 

Committee on Education, Science and Innovations

The committee will establish a working group to prepare the draft law "On comprehensive general secondary education" for its second reading.

At the today's committee meeting, there was also decided to establish six sub-committees, and were appointed four of the six heads of the sub-committees. The sub-committees are as follows:

1.Sub-committee on Early Development and Pre-school Education – headed by Volodymyr Voronov, MP (People’s Servant faction);

2.Sub-committee on Secondary and Inclusive Education, Educational Affairs in the Temporarily Occupied Territories of Ukraine – headed by Olena Lys, MP (People’s Servant faction);

3.Sub-committee on Vocational Education and Training and Pre-tertiary Vocational Education – headed by Olha Koval, MP (People’s Servant faction);

4.Sub-committee on Higher Education – headed by Valerii Koliukh, MP (People’s Servant faction);

5.Sub-committee on Science and Innovations;

6.Sub-committee on Lifelong and Out-of-school Education.

The committee’s tentative work plan for the second plenary session of the Verkhovna Rada of the ninth convocation comprises 14 bills (eight bills registered as of September 4), three of which were taken by the previous parliament on the first reading, while the remainder are brand new. The new committeemen heard and took into account a committee performance report during the prior parliament.

The next committee sitting shall take place on September 9 at 2 pm.

 

Committee on Agrarian and Land Policy

At its today’s sitting, the committee budded off six sub-committees and framed their remits along with distribution of duties between the committee head deputies. The sub-committees are as follows:

1.Sub-committee on Land Relations;

2.Sub-committee on Pricing and Foreign Trade Development in Agroindustrial Complex;

3.Sub-committee on Agribusiness Social Policy, Rural Areas Development, Science and Education;

4.Sub-committee on Economic and Finance Policy in Agroindustrial Complex;

5.Sub-committee on Food Industry and Agroindustrial Trade;

6.Sub-committee on Improvement of Public Administration Structure in Agribusiness, Basic Agroindustrial Branches.

The meeting also approved the committee’s work plan for this September.

 

Committee on Youth and Sports

The committee made an array of organizational decisions, including distribution of duties between the committee head and his deputies, and formed four sub-committees. The sub-committees are as follows:

1.Sub-committee on State Youth Policy – headed by Iryna Borzova, MP. The body shall manage providing housing to youth, ensuring youth’s right to education, supporting youth and children’s social organizations, developing the youth centres network, youth employment, backing of youth entrepreneurial initiative and activity, boosting of gifted youth.

2.Sub-committee on National Patriotic Educationheaded by Vasyl Mokan, MP. The body shall be in charge of forming an active civic stand of youth, elevating social spirituality and morality, laying down traditional family values, preventing of behavioral manifestations of aversion, youth criminality, drug addiction, and alcoholism.

3.Sub-committee on Physical Culture and Mass Sports – headed by Mazurashu Heorhii, MP. The committee shall focus on mass sports, pre-adult sports, recreation and rehabilitation services and activities.

4.Sub-committee on Elite Sports and Sporting Activities – headed by Saladukha Olha, MP. Its remit covers Olympic, non-Olympic, and Paralympic sports.
