On November 23, members of the Committee considered two draft resolutions aiming at consolidation of social protection of internally displaced people, material provisions and social services No. 2534a and No. 2535a.
It was said during the discussions that the draft resolutions addressed questions raised during the hearings of the Committee on the topic "Situation and solution to problems with social protection of the population, integration of internally displaced people through socio-economic restoration of the territories of Donbas hit by the armed conflict" in Sloviyansk, Donetsk region, on June 12, 2015.
In particular, draft Resolution "On some issues of material provision and social services to internally displaced people" No. 2534a suggests obliging the Government to write and endorse a complex state program for social support and social adaptation of displaced people. The draft resolution calls for regulation of employment of internally displaced people.
The document envisages revision of housing and utility rates for internally displaced people in places of their compact habitation and urgent provision of rehabilitation and rest of internally displaced children and children living near the line of confrontation.
Draft resolution No.2535a instructs the Cabinet of Ministers to immediately write and submit to the Verkhovna Rada a draft law regulating a question of monetary aid to internally displaced people, the size of monthly targeted aid covering living expenses of all categories of displaced people on the ground of the living wage index and increasing the aid. The draft resolution envisages a number of orders to the cabinet regarding pension provision of displaced people and people who stay in certain population centers in areas of Donbas temporarily outside the control of the government.
In case of adoption of the latter draft resolution it will be necessary to ensure adoption of the Order of inclusion in the insurance record the period of the anti-terrorist operation concerning displaced employees who were given leave without pay and the Order of remuneration (compensation) to individuals for real estate ruined or damaged during the anti-terrorist operation.
