The event was participated by People’s Deputies of Ukraine, representatives of the President’s Administration, the Cabinet of Ministers, the Ministry of Health Care, other interested ministries and offices, oblast state administrations, National Academy of Medical Sciences, National Academy of State Administration under the President of Ukraine, leading scientific medical institutions and higher educational institutions, medical associations, as well as representatives of trade unions, international and public organizations.
In particular, it was mentioned during the discussion, that, in accordance with the Fundamental Law, human life and health are deemed the highest social value in Ukraine. Based on this Constitutional clause, the goal of state authorities consists in creation of optimal conditions for maintenance of the health of Ukrainians and medical aid availability assurance. Thus, balanced self-sufficient health care system has to be created, and operational mechanisms helping the state to perform its social function in a high-quality manner have to be suggested.
Some attempts of inconsistent reformation of the branch or isolation of its elements were made during the recent years. For several causes, conceptual basic principles of future function of the branch are not established on a legislative level so far. Holistic complex vision of reformation of health care system and change efficacy indicators confirmed by regulatory acts is absent.
Despite global and European development vectors, efferent trends increase in Ukrainian health care sector, medical care system becomes fragmented, losing its complexity, continuity and integratedness. Spontaneous motion without any goals and precise landmarks may turn out to be motion towards precipice of the state’s complete refusal to provide any guarantees to Ukrainian citizens in healthcare sector. Thus, the task of utmost importance for the Parliament consists in building high-quality strong foundation, i.e. in establishment and securing of the bases of the state healthcare policy as an integral part of internal policy and national security of Ukraine. This is an issue of state-level importance, as existence of any country is maintained by its people.
In accordance with provisions of Sustainable Development Strategy “Ukraine-2020”, approved by the Order of the President of Ukraine dated January 12, 2015 No 5/2015, the goal of state policy in healthcare sector is complex reformation aimed at creation of patient-oriented system, capable of assuring medical service for all Ukrainian population at the level of developed European countries, which confirms to the purpose of approaching legislative, normative, and administrative acts of EU Member States established by the program "EU Health Strategy 2020” and other strategic documents forming healthcare policy.
The event participants took into consideration the work continued at the Committee at the draft law establishing legal, economic, social, humanitarian, and organizational bases of implementing the state healthcare policy. The draft law details the main tasks, objects and subjects, state healthcare policy implementation principles. Priorities based on the best international practices and European values in healthcare sector, in particular, public health, and relevant funding mechanisms are delineated. Instruments of the state healthcare policy are represented, formulated using evidence-based management data, including those reflected in WHO documents, and national peculiarities are taken into account. Organizational instruments for formation and implementation of the state policy at national and regional levels are suggested. Authorities of the subject of the state healthcare policy are specified in accordance with approach “healthcare in all state policies”, and coordination of their activity is provided. Approaches and requirements to monitoring of the state healthcare policy implementation, monitoring procedure, and evaluation of results are detailed.
In accordance with the draft law, management of changes in healthcare sector, aiming of these changes at gradual approach to the best global standards has to become the obligation of all subjects of the state healthcare policy and their officials.
“The draft law enables achieving the agreement of all political forces regarding strategic principles and approaches to creation of national healthcare model, which should add stability and predictability to healthcare development, promote engagement of needed technical and financial resources, including the framework of Ukraine EU integration process,” stated Oleh Musii, one of the draft law authors, People’s Deputy of Ukraine, Deputy Head of the Committee.
According to the discussion participants, the draft law adoption is necessary for securing against considerable social-political risks which may arise during unreasonable reformation of national healthcare system.
Subsequent to the “round table” results, the participants have approved the resolution urging People’s Deputies of Ukraine, members of the Verkhovna Rada Health Care Committee, to assure immediate submission of the developed draft law for consideration by the Verkhovna Rada of Ukraine and to take all the measures under their control for its adoption.
