The legislative act defines legal grounds of organization and activity of the State Bureau of Investigation.
Pursuant to the Law, the State Bureau of Investigation is the central executive body engaged in law enforcement activities aimed at prevention and detection of crimes it is competent in.
The Law sets guarantees of independence of the State Bureau of Investigation under which:
independence of the State Bureau of Investigation from illegal interference in its activity is guaranteed in particular, by this and by:
special status of the State Bureau of Investigation, special order of determination of its general structure, financing and organizational aspects of its activity;
special order of selection, appointment and dismissal of Director of the State Bureau of Investigation, first deputy Director of the State Bureau of Investigation and deputy Director of the State Bureau of Investigation;
statute-ascertained order of executive of authorities of the State Bureau of Investigation and its employees;
collegiate adoption of the most important decisions by leadership of the State Bureau of Investigation;
ban on illegal interference in activity of employees of the State Bureau of Investigation;
appropriate salary for employees of the State Bureau of Investigation and social guarantees;
legal safeguard and provision of personal security of employees of the State Bureau of Investigation, their relatives.
The Law bans illegal interference of state bodies, local self-government bodies, their officials, political parties, non-government organizations, other individuals or legal entities in activity of the State Bureau of Investigation.
The Law determines major tasks of the State Bureau of Investigation, in particular:
detection, prevention and investigation into crimes related to activity of organized groups and criminal organizations;
detection, prevention and investigation into cases related to tortures and humiliation;
detection, prevention and investigation into gravest crimes going under the Penal Code of Ukraine as the ones that envision life sentence;
detection, prevention and investigation into crimes committed by high-ranking officials in compliance with Section 1 of Article 9 of the Law of Ukraine "On state service;"
detection and investigation into crimes committed by officials of the National Anticorruption Bureau of Ukraine, prosecutors of the Specialized Anticorruption Prosecutor's Office.
The Law defines authorities of the State Bureau of Investigation, determines peculiarities of receipt of appeals and information about crimes of State Bureau of Investigation's competence.
The Document sets the structure and number of employees of the State Bureau of Investigation, the order of appointment of Director of the State Bureau of Investigation and his deputies, authorities of Director of the State Bureau of Investigation, financial and material support, social, legal protection and responsibility of the employees, cooperation between the State Bureau of Investigation and other state bodies, peculiarities of democratic civil control of the State Bureau of Investigation's activity, consolidation of transparency of activity of the State Bureau of Investigation.
The Law amends a number of Laws of Ukraine. The Law was adopted with remarks.
