Since early 2015 local budgets have been fulfilled in compliance with new rules. Such changes have become a requirement to meet the tasks of reformation of local self-government and decentralisation of power in Ukraine. Respective tasks have been enshrined in the European Ukraine coalition agreement at the Ukrainian parliament of the eighth convocation, Strategy of Stable Development 2020 and other framework documents.
Having become the first of the said tasks, the budget reform is destined to provide proper financial resources to implement authorities of local self-government and stimulate reforms in other fields first of all in the sector of education, health care, state management and administrative structure.
Understanding the importance of the reforms, the Committee launched the practice of examination of budget decentralization. Starting May, the Committee has heard respective information in Zaporizhia, Ivano-Frankivsk, Lviv, Odesa, Cherkasy and Chernihiv regions.
In Dnipropetrovsk region on October 10, 2015, the Committee considered the issue of financial support to tasks and functions exercised by executive and local self-government bodies in Dnipropetrovsk region in conditions of decentralisation of inter-budgetary relations.
The major discussion topics were the issues of fulfillment of local budgets in Dnipropetrovsk region. First of all it was mentioned that the implementation of new approaches enshrined in the Budget Code of Ukraine allowed general funds of local budgets to receive additional revenues. At the same time the results of fulfillment of local budgets in conditions of inflation index, prices and tariffs indicated a lack of funds to hold top-priority secured expenditures first of all those ones provided at the expense of the medical subvention.
The meeting participants also raised a question of fulfilment of budget programs, in which payables were registered. In compliance with the law the payables have to be redeemed at the expense of the state budget.
At the same time the participants of the meeting we're focused on the most important problems of development requiring the state assistance. A peculiarity of the city of Dnipropetrovsk is its need in completion of the subway construction. The reconstruction of the subway is implemented at the expense of the attracted loans from International Financial organizations. They also discussed the importance of acquisition of Ukraine-made trolleybuses for Dnipropetrovsk.
At the same time one of the most important topics of the discussion was the state of the Dnipropetrovsk-Tsarychanka-Kobeliaky-Reshetylivka road, which is the shortest distance between Dnipropetrovsk and the most important cities and towns of northern and central-western part of the country.
At the end of the meeting, the Verkhovna Rada Committee on Budget Affairs Decided to send recommendations to the government to consider opportunities to take proper measures to tackle the problems in the process of implementation of the Law of Ukraine "On state budget of Ukraine for 2015" in the process of elaboration of the draft state budget for 2016.
