The presenter of the document was Deputy Minister of Youth and Sports of Ukraine Serhii Mytrofanskyi.

At the presentation, the deputy minister drew attention of the participants to major objectives and tasks of the youth sector reform, instruments and implementation of such reform, assessment of reform's success. He stressed: "No decisions on youth can be possible without youth's participation!"

He said the major goal of the youth policy reform is the development of the civil society with the active participation of youth and creation of conditions to self-fulfillment of young people.

He also said that elaborating the Roadmap of Reforms, the ministry followed the terms and standards of the European Charter touching youth policy, recommendations of the Council of Europe and the UN Development Programme.

Besides, he mentioned that particular attention should be paid to the development of a standalone law on youth to envision a unified structure of advisory youth bodies and their influence on decision-making, development of national and local initiatives of the youth, enhancement of horizontal ties between youth organizations.

The deputy minister noted that the Roadmap was reflected in the Youth Policy Concept for 2016-2020.

He said the reforms in their educational aspect should first of all aim at quality of formal and expansion of informal education. At the same time, informal education should be enshrined in the legislation.

According to the deputy minister, a standalone task of the Youth Policy Concept is to create conditions for rightful employment of young people.

He also said that particular attention would be paid to healthy lifestyle and patriotic upbringing of young people.

In the course of the discussion, the Committee decided to support the roadmap offered by the Ministry of Youth and Sports.
