The draft law No. 2418a offers to improve the state control in the field of economic activity, raise the level of mutual confidence among economic entities and state control bodies, facilitate consolidation of partner relations between the state and entrepreneurs. Thus, it is expected that its adoption will generally intensify and unshadow economic activity, help achieve balance between interests of the state, society and business during state control, enhance the level of legal protection of economic entities, etc.
Reasoning from this fact, the Committee members unanimously supported the decision to recommend adoption of the draft law in first reading and as a basis.
With most of the votes the Committee members also supported the governmental draft law No. 2531a "On amendments to some legislative acts of Ukraine" (as to improvement of the law in the field of state control). The document offers to create an integrated automated system of state control on all aspects of state control. It also offers to remove certain internal discrepancies from respective law. On the whole, all of that should facilitate "balancing of the regulatory and legal field and protection from excessive interference of officials representing regulatory bodies in activity of economic entities during the process of state control."
Having supported the necessity for the reduction of the number of license procedures in the field of export, import of spirits, alcoholic drinks and tobacco goods via the termination of licensing in the said sectors of economic activity, the major part of the deputies recommended the Verkhovna Rada adopt the draft law No. 2498a "On amendments to some legislative acts of Ukraine" (as to the reduction of number of licensing procedures in the field of foreign economic activity) in first reading and as a basis.
Besides, the Committee recommended that the Verkhovna Rada adopt the draft law No. 2961 "On amendments to Article 17 of Law of Ukraine "On state registration of legal entities and individual entrepreneurs" (as to submission of information by non-profit organizations) as a basis and on the whole as a Law through removing the words "non-government organizations established to act without gaining profits."
The meeting participants were Deputy Economic Development and Trade Minister of Ukraine Yuliya Klymenko, Head of the State Regulatory Service of Ukraine Kseniya Liapina, as well as heads of profile departments of the ministry and associations.
