The law simplifies the procedure of claiming inheritance and
registration of rights of heirs to the inherited property (primarily in the rural
populated areas) by providing bodies of local self-government with the respective
authority. Apart from this, the law abolishes mandatory assessment of property
in case the latter is being inherited by first and second devisees in
conformity with the law and the right of representation, and in case of
inheriting property taxed under zero tax rate.
