Chairperson of the Committee on Science and Education Liliia Hrynevych participated in the workshop for the chairmen of higher educational institutions entitled “Autonomy and responsibility of higher educational institutions”

The event was organized by the National Academy of Pedagogical Sciences of Ukraine under the auspices of the Committee on Science and Education and the Ministry of Science and Education in view of promoting implementation of a new Law “On Higher Education”.

In her speech, the Committee Chairperson stressed: “The practice of implementation of a new Law “On Higher Education” testifies that the level of preparation of our higher educational institutions for implementation of the Law is quite low. On the one hand, it is connected with a certain culture of every educational institution, and on the other hand, with novelty of the Law itself.”  

“At present, the Ministry of Science and Education of Ukraine is elaborating the bylaws, which is a titanic work. There is an order No. 1048 of September 16, 2014 which includes the list of these normative legal documents. However, unfortunately, even this list does not provide us with responses to the question concerning the basic terms for implementation of the provisions of the Law,” noted Liliia Hrynevych.

Chairperson of the Committee said that: “We have to jointly adjust terms of three phases of implementation of the Law “On Higher Education”.

“Our Law introduces the internationally recognized academic standards and values. We should realize what real mechanisms for increasing the quality of higher education should be established within the powers and responsibility enshrined in the Law,” stressed the Committee Chairperson.

The President of the National Academy of Pedagogical Sciences V.Kremen also addressed participants of the workshop. A wide range of experts were engaged in the discussion. Chairpersons of more than 70 higher educational institutions of Ukraine were directly involved in the workshop.
