On July 11, 2025, on the sidelines of the Fourth Ukraine Recovery Conference (URC2025) in Rome, a Joint Final Communiqué was signed between the Verkhovna Rada of Ukraine and the Chamber of Deputies of Italy. This marks the first official parliamentary document establishing a strategic framework for supporting Ukraine both during the war and in the post-war recovery, at the legislative level.

The meeting took place in the historic hall of Palazzo Montecitorio, co-chaired by First Deputy Speaker of the Verkhovna Rada of Ukraine Oleksandr Korniienko and Vice President of the Chamber of Deputies of the Italian Republic Giorgio Mulè. The discussion was attended by Deputy Speaker of the Verkhovna Rada Olena Kondratiuk, Members of the Ukrainian Parliament, as well as lawmakers, experts, and representatives of governments and international organizations.

«We have adopted an important document — the Joint Communiqué between the Verkhovna Rada of Ukraine and the Chamber of Deputies of Italy. This is not only a symbol of solidarity, but also a clear roadmap for our cooperation in areas such as economic recovery, investment attraction, human capital development, and the protection of veterans,» emphasised Oleksandr Korniienko.

According to him, the document provides for the coordination of efforts between the parliaments of Ukraine and Italy to ensure continuous military, economic, and humanitarian assistance to Ukraine, to strengthen sanctions pressure on russia, to protect the rights of investors, to secure the return of deported children, to support the reintegration of veterans, and to advance public-private partnerships.

«This represents the parliamentary dimension of recovery — and we aim to make it sustainable and systematic. The document introduces a new instrument: a mechanism for joint monitoring of the implementation of agreements and the progress of reforms, particularly in the context of European integration,» noted Oleksandr Korniienko.

The participants of the event emphasized that security is an integral component of post-war recovery.

«When we speak about Ukraine’s recovery here in Rome, it stands in stark contrast to how Ukrainians feel today. We lack even the most basic sense of security, as russia launches between 400 and 600 drones and missiles at our cities every single day. Effective air defense is not just a military issue — it is the number one humanitarian priority,» said the Vice Speaker Olena Kondratiuk. 

She expressed gratitude to Italy for providing the SAMP/T air defense systems, noting that a third unit is expected in October: «This will save Ukrainian lives. But more is needed — we call for the strengthening of sanctions against russia, in particular the adoption of the EU’s 18th sanctions package and the U.S. ‘hell sanctions’ bill. This will help bring about a genuine peace, not one imposed by force.»

The signing of the parliamentary communiqué marked another step toward building the international recovery architecture for Ukraine, in which parliaments play a key role — both in providing political support and in ensuring oversight of implementation.
