Planning the infrastructure restoration program for frontline and de-occupied territories must begin even before the end of the martial law period — Oleksandr Kornienko

The First Deputy Speaker Oleksandr Korniienko took part in the conference «De-occupied and frontline communities on the way to restoration: institution decision», which was held within Global Open Government Week supported by the International Renaissance Foundation.

During the event the scripts and conditions of institution restoration for frontline and de-occupied territories of Ukraine were discussed, focusing on four directions: public administration, human resources, administrative and territorial structure and public participation.

«Now we are living at the time of continuous challenges and conditions, which are primarily related to security factors. They are the main characters in formatting certain decisions. The stable functioning and development of local self-government are essential and necessary, particularly in the context of martial law conditions,» the First Deputy Speaker said.

According to him, the focus remains on enhancing the capacity of military-civil administrations, restoring and strengthening community capabilities, as well as providing institutional and personnel support at the local level.

«We are working on preparing the legislative framework for post-war governance. Many issues require discussion right now. It is crucial that all discussions take place in collaboration with society and that decisions made receive comprehensive support. For us, for the authorities, the restoration and enhancement of capacities remain among the primary tasks,» Oleksandr Korniienko emphasized.

Oleksandr Kornienko’s remarks during the panel discussion “Restoration of Deoccupied and Frontline Communities: How to Ensure Effective Governance” addressed, among other topics, the preparations for conducting elections in the post-war period. He emphasized the importance of making decisions on the organization of post-war elections well in advance—prior to the end of martial law—and in close coordination with professional bodies responsible for electoral standards.

The First Deputy Speaker also addressed the issue of electoral infrastructure and voting accessibility. He drew attention to the extensive destruction of infrastructure facilities traditionally used as polling stations. Oleksandr Kornienko emphasized that, in the process of restoring this infrastructure, it is important to consider the need for the safe placement of polling stations and to ensure the realization of voting rights for internally displaced persons, residents of remote areas, and citizens abroad.

Oleksandr Kornienko expressed his gratitude to the discussion participants for their professional dialogue and underscored the importance of continued collaborative efforts on all the issues raised.
