“The Verkhovna Rada of Ukraine is working. We have a large program “RADA: the Next Generation”, which does not stop during the war,” the First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko mentioned on the air of the national telethon “UA together”.


The First Vice Speaker noted that the United States Agency for International Development USAID continues to support the Parliament of Ukraine “to achieve even greater accountability”.


Oleksandr Korniienko emphasized that one of the issues on the agenda of the MPs of Ukraine is reforming the system of remuneration of civil servants: “We are holding consultations with Europe, in particular, with Croatia and the Baltic States”. He noted that “the introduction of 30% of the bonus and 70% of the salary, which is based on certain categories and tariff grid, will allow both to properly approach the motivation of civil servants and to work on optimizing the staff”. At the same time, the First Deputy Chairman of the Parliament added that the Verkhovna Rada of Ukraine will ensure that civil servants, who will be subject to dismissal / retraining, will have the opportunity to be employed in local self-government bodies. “Everything will be done in a civilized manner, but in such a way that we will receive a completely reformed updated system of remuneration of the civil service in two years, which will entail the increase in the standard of work of the civil service itself – the civil service of the country-candidate for the European Union.”


“One of such serious steps will soon take place – it is the consolidation of two ministries: ministries of infrastructure and development of communities and territories of Ukraine into large one,” the First Vice-Speaker noted, adding that optimization will be carried out at the same time.


In addition, Oleksandr Korniienko said that the subprogram “Model District” is currently working: “Now we are working not only on the physical presence of the deputy in place, but also on their communication tools.” After all, according to the First Vice-Speaker, in fact, Facebook pages of MPs of Ukraine have become public receptions, which should be considered responding to appeals.


The First Deputy Chairman of the Parliament of Ukraine stressed that the work on reforming the Rules of Procedure of the Verkhovna Rada of Ukraine is also underway. “There is a working group on reforming the legislation on the work of the Parliament of Ukraine – very fruitful cooperation with the European Commission and the European Parliament,” he said.


At the same time, Oleksandr Korniienko stated that the Verkhovna Rada of Ukraine has been professionally supported since 2015 by the former President of the European Parliament (2002-2004) Pat Cox, who is the author of the recommendations: “Now we are working to finalize our work soon”.


In conclusion, the First Deputy Chairman of the Parliament of Ukraine said that it is planned to hold a closed dialogue in spring – “a format will be moderated by colleagues from the European Parliament, so that the government and the opposition could discuss the main difficult issues”.


“Ukraine must continue to work, the Verkhovna Rada of Ukraine must continue to work and continue to reform. Thanks to our partners, we can do it with greater expertise,” summed up Oleksandr Korniienko.
