Decisions of the Constitutional Court must guarantee that any government activity is following the Constitution. This was stated by the Chairman of The Verkhovna Rada of Ukraine, Ruslan Stefanchuk, in a video address to the participants of the International Scientific and Practical Conference "The Role of the Constitutional Court of Ukraine in Implementing the State's Strategic Course for Ukraine's Full Membership in the EU".

 "Parliament must take into account the decisions of the Constitutional Court in the legislative process, the Government – in making administrative decisions, the judiciary – to change the practice, taking into account the arguments presented by the Constitutional Court," – said Ruslan Stefanchuk.

According to him, it is necessary to improve the legislation on the Constitutional Court so that its activities are subject to clear, consistent, and predictable rules.

 "In particular, work has begun on the draft law №4533 on the constitutional procedure, which aims to make the activities of the Court more open and understandable to society," – said the Speaker of the Parliament of Ukraine.

Ruslan Stefanchuk clarified that it is a question of the introduction of the automated system of document circulation of the Court; improving the process of interaction between the Court and citizens in filing constitutional complaints; streamlining the grounds and procedures for bringing judges to disciplinary responsibility, etc.

 "The practical implementation of the provisions of part three of Article 152 of the Constitution of Ukraine on compensation for damage caused by acts and actions that are declared unconstitutional, which has not been done during the entire existence of the Constitution, is also important," he added.

Ruslan Stefanchuk stressed that increasing the transparency of the Constitutional Court is necessary not only for society but also an essential guarantee of the independence of the Constitutional Court and its judges.

The Court's transparent procedures are designed to protect judges from any possible unfounded allegations of bias, law violations, and so on.

 "We are working on the adoption of bills that will allow the Constitutional Court of Ukraine to exercise its powers as effectively as possible, and we hope for their rapid implementation in the practical activities of the Court," said the head of the Ukrainian Parliament.
