According to him, the law, which provides for criminal liability for impersonal voting, does not work to the extent ‘desired’.
The Chairperson of the Verkhovna Rada noted that at the beginning of the term of the Verkhovna Rada of the IX convocation, the People's Deputies proposed the draft law amending the Constitution, which provided for the deprivation of the mandate for ‘button-pressing’.
“I think it's absolutely right. Unfortunately, the Constitutional Court has stated that this is unconstitutional. I hope that we will appeal to the Constitutional Court, taking into account the positions it has indicated, so that this issue can be considered,” stated Dmytro Razumkov.
“Perhaps we will be able to make a decision by the end of this term: if a People's Deputy is seen in such shameful acts – he/she should not be a People's Deputy,” added the Speaker of the Parliament.
He reminded that in connection with the possible fact of impersonal voting at one of the recent plenary sessions, representatives of factions and the leadership of the parliament agreed to prepare a bill to strengthen the responsibility for ‘button-pressing’, install additional video surveillance cameras in the session hall and disconnect from the Rada system seats that are not assigned to any MP, but allow voting. However, he noted that in the Parliament of the current convocation there were only a few cases of impersonal voting.
