The UA Parliament’s Chair arm in arm with a team of parliamentary whips took part in the 4th meeting on the parliament’s reform under the Jean Monnet Dialogues.
In Switzerland, from March 25 till March 27, under the chairmanship of the Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy and through intermediary of the former President of the European Parliament Pat Cox, there was held a parliamentary reform meeting between representatives of all the factions and groups of the Verkhovna Rada in the format of the Jean Monnet Dialogue.
“This is the fourth session of our political discussions and consultations on the parliament's reform under this format. As a result of these negotiations, a number of decisions were taken on the reform, supported by all the authorized representatives of the factions," said Andriy Parubiy.
A common language was found in limiting the number of legislative initiatives, as their growing number hinders the effectiveness of the Parliament’s work.
The final document agreed on the introduction and use by the parliamentarians of a single electronic card for personal identification, entrance to the premises of the Verkhovna Rada of Ukraine and voting during plenary sessions and committee meetings.
The participants of the Dialogue discussed a number of issues regarding the rights and duties of the opposition, the importance of adopting the law on interim (ad hoc) investigation commissions and representation of political forces in the Central Election Commission.
The final document also says that
the participants had long, open and constructive
talks on electoral reform bills and creation of
the High Anti-Corruption
Court. The
both texts are being prepared for the second reading.
The Jean Monnet Dialogue participants decided to invite a rep from the Venice Commission for further consultations on the second reading of the law on the high anticorruption court.
