Taking floor at a meeting of the National Reforms Council on Tuesday, Chairman of the Verkhovna Rada, Andriy Parubiy, noted that it was really important to adjust partnership between the state and business. He presented conclusions of the experts on the major problems. "These are excessive overregulation, high corruption risks and aspirations for big business," he said.

Andriy Parubiy considers that the biggest problem of all is risks of corruption as "they trigger shadow economy and short payments to the Ukrainian budget." "I am confident that the amendments offered to the Tax Code of Ukraine mainly fight risks of corruption and are aimed at the development of small and mid-sized businesses," he said.

According to the Chairman of the Verkhovna Rada, in the modern history of Ukraine small and mid-sized businesses have always been the major driver of changes. He recalled that the first days of the events on Maidan Nezalezhnosti square in Kyiv were possible only thanks to funding of small and mid-sized business representatives.

Andriy Parubiy considers that provision of five-year prerogative for the development of newly established enterprises is a very important step. He added that the percent of European budget revenues from small and mid-sized businesses is much higher than the one in Ukraine. According to the Chairman of the Verkhovna Rada a total of 68% of Ukrainian population are engaged in small and mid-sized business producing 58% of the GDP while in Italy 95% of GDP is formed of their incomes.

Andriy Parubiy noted that creation of strong economy simultaneously brings it in line with the economy of Ukraine's European partners and friends.

The Chairman of the Verkhovna Rada noted the importance of the fact that the amendments to the Tax Code of Ukraine have been elaborated jointly by the Presidential Administration, Government, experts and the Parliament.

At the same time, he expressed confidence that it is particularly important to make the discussion of the Tax Code amendments public.

The Chairman of the Verkhovna Rada stressed that today the Parliament shows active and systemic work having approved a number of fundamental laws, in particular, the ones on the National Commission for State Regulation of Energy and Utilities and the national budget.
