On Wednesday, 8 November, the Verkhovna Rada of Ukraine adopted a number of decisions, including:
IN GENERAL:
No. 10211/10212 – approved the Decrees of the President of Ukraine “On Extension of the Martial Law in Ukraine” and “On Extension of the General Mobilisation Period” for 90 days.
No. 10037 – amended Section VI of the Budget Code of Ukraine to ensure support for the defence capability of the state and the development of the defence industry of Ukraine.
No. 9111 – simplified the procedure for the import, accounting and distribution of humanitarian aid, in particular, cancelled mandatory monthly reporting and introduced the possibility of submitting relevant documents in electronic form through the automated humanitarian aid registration system.
No. 0225 – Ukraine has joined the extended partial agreement on the Register of Damages Caused by the russian federation against Ukraine. The document provides an opportunity to submit information on the damage caused by the russian armed aggression to the Register of Damage, approved by the Committee of Ministers of the Council of Europe on 12 May 2023.
No. 9274 – clarified the powers of civil protection entities, improved legislation on the protection of the population and territories from the consequences of emergencies, and organising and conducting evacuations. The document also stipulates that SES employees are not subject to military service during mobilisation. It also provides for the creation of a fund for civil protection facilities and sheltering the population in them, organising and conducting evacuations, chemical and radiation protection measures.
No. 4634 – amended Article 367 of the Criminal Code of Ukraine to increase liability for official negligence if it caused the death of a person.
No. 9310 – provided local governments with a flexible mechanism for providing temporary housing for internally displaced persons, in particular, through the purchase (acquisition), lease, construction of housing, reconstruction of houses and dormitories, conversion of non-residential premises into residential premises, transfer of housing to communal or state ownership, and major repairs of housing facilities.
AS BASIS:
No. 9681 – proposed to provide for a simplified acquisition of the status of combatant. The procedure for obtaining the combatant status should take no more than six days and be conducted electronically.
