By-elections at majority constituencies, where elections can not be held on October 26, will be held after liberating Crimea and parts of Donbas from Russian invaders. Chairperson of the Verkhovna Rada of Ukraine Oleksandr Turchynov stated this on Friday at the meeting with Speakers of Denmark, Ireland, Lithuania, Poland, and Sweden.   

In his words, we can not hold elections in Crimea occupied by Russian military men and in parts of Donetsk and Luhansk Oblasts, "which are also occupied by Russian military men and terrorist groups that are financed by the Russian Federation".

"However, mixed electoral system provides an opportunity to elect deputies in majority constituencies as well as by party lists", said the Chairperson of the Parliament, explaining that this way deputies elected by party lists "will represent interests of all our citizens and citizens from occupied Crimea and Donbas as well". 

Moreover, he stressed that the government is creating such conditions that citizens "who were forced to leave their homes and regions can vote on the whole territory of Ukraine".

Oleksandr Turchynov also said that everything is being made so that citizens in Crimea and in occupied parts of Donetsk and Luhansk Oblasts could vote.

"Although, we understand that their transportation to the place of voting is a threat to their lives on the part of occupation regimes" he added, stressing that by-elections at those constituencies where elections can not be held on October 26, will be held after liberating Crimea and parts of Donbas from Russian invaders".

"Even considering the problems regarding Crimea and a part of Donbas, we will be able to elect a legitimate government according to our Constitution and legislation on October 26", he summed up.
