Despite martial law, international partners continue to stand shoulder to shoulder with Ukraine to ensure food security, the Committee on Agrarian and Land Policy reports.

According to the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry, together with the Food and Agriculture Organization of the United Nations (FAO) and with the financial support of the Government of Norway, is launching a programme to support rural communities in frontline regions with a total budget of USD 4 million.

The project will be implemented in Chernihiv, Dnipropetrovsk and Mykolaiv regions and will cover more than 6,000 rural households. Priority support will be provided to the most vulnerable families and farmers, including internally displaced persons and returnees.

The assistance is aimed at ensuring food production and creating conditions for farmers to restore profitable activities related to crop cultivation and livestock breeding. The programme will also help restore access to agricultural land contaminated by explosive remnants of war, particularly in Mykolaiv region.

The programme provides for the following:

the provision of vegetable and potato seeds to more than 4,000 rural households;

support for approximately 1,900 livestock-keeping households, including the provision of day-old poultry kits as well as cash assistance for feed and veterinary services;

individual support for small-scale farmers registered in the State Agrarian Register, including greenhouses, irrigation and water-storage systems, vouchers, and technical assistance.

It is noted that combining agricultural support with the restoration of access to land helps remove key constraints to the recovery of production and the return of farmers to full-scale economic activity.

The provision of assistance is scheduled to begin in spring 2026. Participant registration will be carried out by territorial communities. Further information on the start of registration and the launch of the programme will be announced separately.

For reference, this project forms part of the systematic support provided to Ukraine’s agricultural sector by FAO and international partners. Since the beginning of the full-scale aggression by the russian federation, Norway has provided approximately USD 14.8 million through FAO to support agricultural recovery and land demining.
