Participants of the COSAC conference – committees on European affairs of EU member states and on European integration of partner countries and candidates for EU membership, which took place in Copenhagen on 1-2 December, adopted a final document. In it, they expressed their firm and comprehensive support for Ukraine in its fight against russian aggression and on its path to European Union membership. Ukraine was represented at the 74th plenary meeting of COSAC by a delegation from the Committee on Ukraine's Integration into the EU, consisting of Committee Chair Ivanna Klympush-Tsyntsadze, First Deputy Chair Vadym Halaichuk and Committee member Dmytro Liubota.

The COSAC final document covers various areas of EU policy. It addresses the competitiveness of the European Union, innovation and green transformation; security and countering hybrid threats; trade policy reform; agricultural sector reforms; energy independence; EU enlargement and internal reforms; and the EU's position on the situation in the Middle East. A separate section is also devoted to support for Ukraine. Only the Hungarian delegation expressed reservations about the section on Ukraine. All others approved it unanimously.

With regard to Ukraine, the COSAC final document welcomes the European Parliament's resolution of 27 November 2025 on the EU's position in promoting a just and lasting peace for our country and stresses that no decisions on the future of Ukraine and Europe can be taken without Ukraine and Europe. «Any peace agreement must be based on the principles of international law, must not limit Ukraine's ability to defend its sovereignty, must confirm Ukraine's freedom to choose security and political alliances without any russian veto, and must oblige russia to fully compensate Ukraine for all material and non-material damages,» the document says.

COSAC participants demand that the russian federation immediately and unconditionally withdraw its troops from the entire territory of Ukraine. They stress that strong military, civilian, economic and political support from the EU, including the process of implementing reforms and negotiations on Ukraine's accession to the EU, remains critical for Ukraine to continue to resist a full-scale russian invasion.

COSAC welcomes the European Council's commitment to providing Ukraine with regular and predictable financial support in the long term. At the same time, it stresses that there is an urgent need to provide Ukraine with sufficient international financial assistance in 2026 and 2027, including support for military and defence efforts.

COSAC reaffirms that representatives of the russian authorities and all those responsible for international crimes committed in Ukraine and against Ukraine must be held accountable. In this context, they welcome the significant progress made in establishing a Special Tribunal for the crime of aggression against Ukraine. «russia must fully compensate Ukraine for the damage caused, including through the use of frozen russian state assets to support Ukraine's defence. COSAC calls on the EU institutions and Member States to accelerate efforts to use the proceeds from frozen russian assets to support the reconstruction and recovery of Ukraine, as well as to use frozen russian assets as a ‘reparation credit’ for Ukraine to ensure adequate budgetary and military support in 2026 and 2027,» the document says.

COSAC participants call for compliance with sanctions already imposed on russia and for the adoption of the next, 20th package to increase pressure on russia.

The COSAC platform also highly appreciates Ukraine's progress towards European Union membership despite the war. «Ukraine has demonstrated impressive determination and commitment to implementing the necessary reforms, strengthening democratic institutions and bringing its legislation into line with EU law. COSAC reaffirms its unwavering support for Ukraine's European choice and encourages the continuation of this transformational work towards full membership of the European Union as soon as possible,» the document says.

Separately, conference participants noted the importance of interparliamentary solidarity visits to Ukraine, such as the visit of a delegation of representatives of European affairs committees of the national parliaments of EU Member States and the European Parliament on 27-28 September this year, at the invitation of Ivanna Klympush-Tsyntsadze, Chair of the Committee on Ukraine's Integration into the EU.

Commenting on the adoption of the final document of the 74th plenary meeting of COSAC, the Chair of the Committee on Ukraine's Integration into the EU thanked Ukraine's partners for their support and joint work. «We are very grateful to the many delegations from Ukraine's friends, our advocates, who made efforts to prevent amendments harmful to Ukraine and European security from being included in the document, and who helped to initiate and lobby for amendments that the Ukrainian delegation considers important,» summarised Ivanna Klympush-Tsyntsadze.
