On 27 November, the European Parliament adopted a resolution «On the EU's position on the proposed plan and the EU's contribution to achieving a just and lasting peace for Ukraine.» In the document, MEPs call on the European Union to take greater responsibility for security on the European continent and to continue to provide unwavering support to Ukraine. They stress that any agreement aimed at ending russia's war against Ukraine has profound implications for the European security system. In this context, they reiterate that nothing about Ukraine and Europe should be decided without Ukraine and Europe. This was reported by the Committee on Ukraine's Integration into the EU.
In the resolution, MEPs call on the EU and its member states to show leadership so that negotiations on a just and lasting peace in Ukraine are based on the principles of international law, take place in good faith and aim at a definitive end to the war.
They emphasise that the European peace strategy for Ukraine must strengthen European security, preserve and restore Ukraine's sovereignty and territorial integrity, and be acceptable to Ukraine and its people. «Peace cannot be achieved by concessions to the aggressor, but requires unwavering and sustained support for Ukraine and adequate deterrence of russia from repeating its aggression in the future,» the document says.
MEPs are convinced that a sustainable peace agreement must be preceded by a ceasefire, and the agreement itself must be backed by reliable security guarantees from the EU and the US for Ukraine, which will prevent and immediately counteract any new manifestations of aggression.
They emphasise that Ukraine has the freedom to choose its own security and political alliances without any russian veto. They insist that a peace agreement must oblige russia to fully compensate Ukraine for the material and non-material damage and losses it has caused, and to guarantee full responsibility under international law for the crime of aggression and war crimes committed by russia, its allies and its puppet forces against Ukraine and the Ukrainian people, before the International Criminal Court and the Special Tribunal for the Crime of Aggression against Ukraine.
The document calls for the return of all Ukrainian prisoners of war, civilians and abducted Ukrainian children to their homes, as well as the withdrawal of all russian troops from the internationally recognised territory of Ukraine.
MEPs are convinced that EU Member States should immediately adopt and implement a legally and financially sound «reparations loan» to Ukraine, secured by frozen russian assets.
It also states that the temporarily occupied Ukrainian territories will not be legally recognised as russian by the EU and its member states. It emphasises that if a just peace is achieved between Ukraine and russia, the EU, its member states, the United States and like-minded countries will play a decisive role in ensuring its implementation.
The document also states that no sanctions against the russian federation will be lifted until a peace agreement is agreed and implemented. If russia refuses to engage in serious peace talks, further tough sanctions will need to be imposed. «Genuine negotiations, backed by the full political, military and economic weight of the transatlantic community and its international partners, can establish a comprehensive, just and lasting peace for Ukraine, paving the way for a fair and inclusive economic and social recovery,» the MEPs conclude in the document.
