At its meeting on 29 October, the Committee on Ukraine's Integration into the EU considered draft laws on the ratification of two grant agreements between the Government of Ukraine and the Government of the Italian Republic, signed in July 2025 in Rome within the framework of the International Conference on the Reconstruction of Ukraine. Draft law No. 0350 (https://itd.rada.gov.ua/billinfo/Bills/Card/57401) provides for the implementation of the project "Supporting the efficient use of water resources by improving irrigation systems and practices in the Odesa region. Reconstruction of the Tatarbunar and Kiliya irrigation systems." This will contribute to improving agricultural efficiency, adaptation to climate change and socio-economic development in the region. The total amount of grant funds is €6 million. Draft law No. 0352 (https://itd.rada.gov.ua/billinfo/Bills/Card/57490) provides for the ratification of an agreement on the programme ‘Restoration and preservation of the cultural heritage of the Odesa region’. The programme aims to protect cultural heritage sites, in particular the ‘Historic Centre of Odesa’, which is included in the UNESCO World Heritage List. The total amount of grant funds from the Italian Government is €32.5 million. The Committee decided to recommend that the Verkhovna Rada of Ukraine adopt both draft laws as a basis and in their entirety.

The Committee members reached the same conclusion regarding draft law No. 0351 (https://itd.rada.gov.ua/billinfo/Bills/Card/57487) on the ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Croatia on the implementation of paid. 

At the meeting, the Committee members also reviewed and approved conclusions on the following draft laws:

Draft Law No. 13676 (https://itd.rada.gov.ua/billinfo/Bills/Card/57165) on amendments to the Law of Ukraine ‘On the Organisational and Legal Foundations of Combating Organised Crime’ regarding the establishment of an Interdepartmental Coordination Commission in the field of combating organised crime (National Coordinator. According to the Committee's conclusion, the draft law does not contradict Ukraine's international legal obligations in the field of European integration.

Alternative draft law No. 13597-1 (https://itd.rada.gov.ua/billinfo/Bills/Card/57106) on amendments to Article 161 of the Criminal Code of Ukraine regarding increased liability for violations of the equality of citizens based on their race, nationality, regional affiliation, religious beliefs, disability, and other characteristics. The draft proposes to strengthen criminal liability for violations of citizens' equal rights. The members of the Committee concluded that the draft law does not contradict Ukraine's international legal obligations in the field of European integration, but needs to be revised in order to fully take into account the EU acquis. Regarding another alternative draft law No. 13597-2, the Committee decided that the document does not contradict Ukraine's international legal obligations in the field of European integration, but needs to be revised in order to fully take into account the EU acquis and comply with the principle of legal certainty.

Draft Law No. 13565 (https://itd.rada.gov.ua/billinfo/Bills/Card/56947) on amendments to Article 1 of the Law of Ukraine ‘On the Priority of Social Development of Rural Areas and the Agro-Industrial Complex in the National Economy’ regarding state funding for microbusiness support in rural areas. According to the Committee's conclusion, the draft does not contradict Ukraine's international legal obligations in the field of European integration and European Union law (EU acquis), but at the same time requires substantial revision in terms of establishing clear criteria, conditions and procedures for providing state support, taking into account the principles of European Union law, and it is also necessary to ensure that there is no duplication of funding, in particular with the Ukraine Facility programme, which prohibits double funding of similar measures.

Draft Law No. 13376 (https://itd.rada.gov.ua/billinfo/Bills/Card/56596) on amendments to certain legislative acts of Ukraine regarding state support for combatants, persons with disabilities as a result of war, and family members of those killed (missing in action, deceased) Defenders of Ukraine in the conduct of personal peasant or farm management and entrepreneurial activity. According to the Committee's conclusion, the draft law does not contradict Ukraine's international legal obligations in the field of European integration and European Union law (EU acquis), but needs to be revised taking into account the proposals of the Antimonopoly Committee of Ukraine regarding state aid.

Draft Law No. 13630 (https://itd.rada.gov.ua/billinfo/Bills/Card/57076) on amendments to certain legislative acts of Ukraine regarding increased liability for violations of legislation in the field of blood and blood component donation. According to the Committee's conclusion, it does not contradict Ukraine's international legal obligations in the field of European integration and European Union law (EU acquis).

Draft Law No. 13230 (https://itd.rada.gov.ua/billinfo/Bills/Card/56314) on amendments to the Law of Ukraine ‘On Enforcement Proceedings’ regarding the stabilisation of the financial situation of distribution system operators that distribute electricity in areas where hostilities have taken place. The Committee concluded that the provisions of the draft law do not comply with the provisions of the Convention for the Protection of Human Rights and Fundamental Freedoms, which violates Ukraine's obligations to the Council of Europe. They also do not comply with the Association Agreement and the provisions of the OECP Guidelines on Corporate Governance in State-Owned Enterprises. In terms of compliance with state aid legislation, the draft law also requires an opinion from the Antimonopoly Committee on the classification and admissibility of state aid. At the same time, they may be applied to achieve the objectives set out in Articles 143 ‘Exceptions related to security’ and 472 ‘Measures related to essential security interests’ of the Association Agreement.

Draft Law No. 13450 (https://itd.rada.gov.ua/billinfo/Bills/Card/56716) on infrastructure projects in the energy sector that are in the public interest. The committee concluded that the draft law contradicts the provisions of the Convention on Environmental Impact Assessment in a Transboundary Context and requires substantial revision in order to bring it into line with the provisions of Regulation 2022/869 and the Convention on Environmental Impact Assessment in a Transboundary Context.

Draft Law No. 13636 (https://itd.rada.gov.ua/billinfo/Bills/Card/57090) on amendments to the Law of Ukraine ‘On Motor Transport’ regarding certain issues of transportation of perishable food products by motor vehicles. According to the Committee's conclusion, the document does not contradict the Association Agreement and Ukraine's international legal obligations.

Draft Law No. 14047 (https://itd.rada.gov.ua/billinfo/Bills/Card/57317) on amendments to the Law of Ukraine ‘On the State Budget of Ukraine for 2025’ regarding an increase in the remuneration of teaching, scientific and pedagogical, and scientific workers. The purpose of the draft law, as stated in the explanatory note, is to create the financial and economic conditions for a systematic increase in the salaries of teaching, scientific and pedagogical workers by increasing the expenditure of the State Budget of Ukraine for 2025 by UAH 12.7 billion. The members of the Committee concluded that the draft law does not contradict the Association Agreement and Ukraine's international legal obligations in the field of European

Draft Law No. 13657 on amendments to Article 20-1 of the Law of Ukraine ‘On Medicines’ regarding the prevention of price increases for medicines. The draft proposes to grant the Cabinet of Ministers of Ukraine legislative powers to set a maximum level of expenditure by manufacturers/importers on marketing services, medicinal product promotion services, other services related to the sale of medicinal products to end consumers, and a maximum level of income for pharmacies from such services, which will prevent uncontrolled increases in the cost of medicines. According to the Committee's conclusion, the draft law partially takes into account the provisions of Directive 2001/83 and requires substantial revision in connection with the above comments. Regarding alternative draft law No. 13657-1, the Committee concluded that its purpose does not contradict the Association Agreement, but the proposed initiatives to remove existing restrictions require further elaboration and discussion.

Draft Law No. 14045 (https://itd.rada.gov.ua/billinfo/ Bills/Card/57304) on amendments to the Law of Ukraine ‘On the Judicial System and Status of Judges’ in connection with the ratification of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul Convention) on the training of judges. The draft proposes to supplement Article 89 of the Law of Ukraine ‘On the Judicial System and Status of Judges’ with Part Five, according to which the initial training of judges at the National School of Judges of Ukraine, as well as further training and professional development, in particular for judges involved in working with victims of gender-based violence, should cover issues of gender equality, prevention, detection and counteraction of gender-based violence, including that committed through the use of electronic communications, inter-agency cooperation, standards of communication with victims of such violence and respect for their rights. According to the Committee's conclusion, the draft law does not contradict Ukraine's international legal obligations in the field of European integration.

Draft Law No. 12429 (https://itd.rada.gov.ua/billinfo/Bills/Card/55638) on amendments to the Tax Code of Ukraine regarding the taxation of transactions involving the import (forwarding) goods into the customs territory of Ukraine in international postal and express shipments to the requirements of EU Council Directive No. 2006/112/EC of 28 November 2006 on the common system of value added tax. The Committee concluded that the draft law does not contradict Ukraine's international legal obligations in the field of European integration, but that some of its provisions need to be revised to take into account the comments made in this conclusion.

Draft Law No. 12430 (https://itd.rada.gov.ua/billinfo/Bills/Card/55639) on amendments to the Customs Code of Ukraine regarding bringing the procedure for payment of customs duties into line with the requirements of EU Council Directive No. 2006/112/EC of 28 November 2006 on the common system of value added tax and to the Law of Ukraine ‘On Postal Services’ regarding certain issues of international postal exchange. According to the Committee's conclusion, the provisions of the draft law do not contradict Ukraine's international legal obligations in the field of European integration.

Draft Law No. 14007 (https://itd.rada.gov.ua/billinfo/Bills/Card/57260) on amendments to Section XXI ‘Final and Transitional Provisions’ of the Customs Code of Ukraine regarding exemption from import duties on vehicles imported into the customs territory of Ukraine by combatants, volunteers and other categories of persons. The Committee members concluded that the provisions of the draft law do not comply with the EU acquis, but may be applied to achieve the objectives set out in Articles 472 ‘Measures related to essential security interests’ and 143 ‘Exceptions related to security’ of the Association Agreement.

The Committee members reached the same conclusion regarding Draft Law No. 14008 (https://itd.rada.gov.ua/billinfo/Bills/Card/57261) on amendments to Section XX ‘Final Provisions’ of the Tax Code of Ukraine regarding exemption from value added tax and excise tax on transactions involving the import of vehicles by combatants, volunteers and other categories of persons.

Draft Law No. 13604 (https://itd.rada.gov.ua/billinfo/Bills/Card/57008) on the marketing and use of biocidal products. The Committee concluded that the draft law does not contradict the Association Agreement in terms of its purpose, but needs to be revised to ensure compliance with the provisions of Regulation (EU) No. 528/2012.

Draft Law No. 14025 (https://itd.rada.gov.ua/billinfo/Bills/Card/57296) on amendments to the Tax Code of Ukraine and the Law of Ukraine ‘On Banks and Banking Activities’ regarding the introduction of international automatic exchange of information on income received through digital platforms. According to the Committee's conclusion, the provisions of the draft law do not contradict Ukraine's international legal obligations in the field of European integration, but require further refinement, taking into account the above reservations.

Draft Law No. 12285-d (https://itd.rada.gov.ua/billinfo/Bills/Card/56290) on amendments to certain laws of Ukraine regarding the harmonisation of regulations in the field of veterinary medicine and animal welfare with European Union legislation. The Committee members concluded that the draft law complies with Ukraine's international legal obligations in the field of European integration and EU law.
