On 14 October, Committee Chair Serhiy Ionushas, Deputy Chairs Maksym Pavliuk and Hryhoriy Mamka, and Subcommittee Chair Vladlen Neklyudov met with a senior EU official who oversees 11 civilian missions under the Common Security and Defence Policy in Europe - Executive Director and Commander of EU Civilian Operations in the European External Action Service Stefan Tomat, Head of the European Union Advisory Mission in Ukraine (EUAM Ukraine) Rolf Holmboe.
The participants discussed the role of the EUAM in Ukraine in the context of the war and the issue of adapting Ukrainian legislation to EU requirements, as this area is important for both the Parliament and the country as a whole.
Stefano Tomat met with representatives of the Committee to learn about the projects implemented by EUAM Ukraine in cooperation with the Committee and to outline further support that the Mission can provide in these difficult times.
Committee Chair Sergejus Ionušas focused the discussion on how the EU Advisory Mission in Ukraine supports the Committee by providing technical assistance, organising joint visits within Ukraine and study visits abroad, and advising on the adaptation of Ukrainian legislation to EU legislation.
Deputy Chairman of the Committee Maksym Pavliuk also reported on the issues currently being worked on by the Committee, namely:
- strengthening liability for offences in the field of civil aviation after the termination or cancellation of martial law in Ukraine;
- ensuring the safety of citizens' places of residence and stay by introducing a unified video surveillance system for public safety based on state and local government bodies;
- protecting information, including personal data in video surveillance systems.
Deputy Chairman of the Committee Hryhoriy Mamka focused on the issue of interaction between law enforcement officials and veterans who were injured or became disabled while participating in combat operations.
Subcommittee Chair Vladlen Neklyudov reported on a visit organised by the EUAM in Ukraine to Croatia, which focused on numerous aspects of post-war reconstruction and reform.
The EU Civilian Operations Commander Stefano Tomat and the Head of the EUAM in Ukraine discussed possible areas in which the Mission could assist Ukraine, in particular the reintegration of veterans, the protection of critical infrastructure and the strengthening of the capacities of bodies whose organisation and activities fall within the remit of the Committee.
Stefano Tomat noted that the Mission would continue to support the efforts of the Ukrainian parliament within its mandate as part of its activities in Ukraine.
At the end of the meeting, Committee Chairman Serhiy Ionushas noted that Mr. Tomat's visit was of great importance and thanked his European colleagues for their significant assistance to Ukraine, which has been countering russian aggression for four years.
