First Deputy Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk discussed with representatives of the European Parliament and the National Democratic Institute the course of parliamentary reform, in particular, the preparation of the Law of Ukraine on parliamentary opposition.
The event was attended by former European Parliament President Pat Cox and European Parliament Rapporteur on Ukraine Michael Gahler.
"Our task is to enshrine at the level of law the principles of fair distribution of power in the Parliament of Ukraine. For almost 30 years, the principle has been in force in Ukraine: the winner gets everything. We want to change this and develop a model of cooperation that will maintain the maximum balance between the coalition and the opposition. That is why, in order to regulate the legal status of the parliamentary opposition, we have proposed to make appropriate changes to the Rules of Procedure of the Verkhovna Rada of Ukraine," Ruslan Stefanchuk said.
According to him, there are several approaches to understanding the concept of "parliamentary opposition".
"Today we have three approaches to the definition of "parliamentary opposition". The first approach: the parliamentary opposition is all factions and groups that are not part of the parliamentary coalition. The second approach is that the opposition should be united, as should the coalition. The third approach is that the opposition is either the second largest faction or a larger number of factions. Each approach has its pros and cons. So far, we have focused on the first approach, according to which the parliamentary opposition is factions and groups that have not joined the coalition," said the First Deputy Speaker of the Parliament of Ukraine.
Former President of the European Parliament Pat Cox shared his vision, focusing on monitoring the activities of the Parliament of Ukraine. In his opinion, the vast majority of the parliamentary opposition is absolutely committed to Ukraine, although it does not always share the views of the coalition. He expressed readiness to share experiences and provide the necessary support.
European Parliament's rapporteur on Ukraine Michael Gahler, said that there were also different approaches to defining parliamentary opposition in the Western world. In the democratic parliament, a balance must be struck between the coalition and the opposition. In his opinion, it is important to determine the rights that the parliamentary minority will receive.
The participants of the video conference agreed to hold the next meeting to discuss issues related to the parliamentary opposition and improving the quality of Ukrainian legislation.
