At its meeting, the Committee considered the draft Law No. 4284 on De-Sovietization of the Legislation of Ukraine.
As noted during the meeting, the purpose of the bill is “de-Sovietization of Ukrainian legislation by amending existing laws and recognizing as not applicable in Ukraine certain regulations (or their provisions) of public authorities and administration of the USSR and the Ukrainian SSR”. The bill, in particular, proposes to amend the Labor Code of Ukraine, the Housing Code of the Ukrainian SSR, as well as to determine the lists of legal acts of the Soviet era, which are ‘not applicable’, with certain exceptions.
During the discussion of the issue it was emphasized that in Ukraine there is a significant array of legislation of the USSR and the Ukrainian SSR, the application of which does not correspond to the standard of living and the realities in which modern Ukrainian society lives. This situation creates legal conflicts in cases where a certain range of public relations is regulated by acts of legislation of the USSR and the Ukrainian SSR and is not regulated by current legislation of Ukraine or is fragmented.
Based on the results of the discussion, the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning recommends adopting the Draft Law No. 4284 on De-Sovietization of the Legislation of Ukraine
